Italian Citizenship by Descent:Constitutional Court Ruling Ends Millions of Claims

Italy's Constitutional Court just erased a citizenship right that 80 million people assumed they had and it happened in under 12 months. If you thought your Italian great-grandparent gave you a lifetime claim to an EU passport, that window is now sealed shut.

On March 12, 2026, Italy's highest court upheld Law 74/2025, confirming that Italian citizenship by descent is now capped at two generations parent or grandparent only. The court rejected four separate constitutional challenges. There is no appeal inside Italy's legal system.

What makes this ruling particularly brutal is how it was framed. The law doesn't say your claim was revoked. It says you never had citizenship in the first place- retroactively, as if 160 years of jure sanguinis simply never applied to you. Roughly 60,000 people who filed before March 27, 2025 are being processed under the old rules. Everyone else is locked out.

But Italy is only the latest domino. Portugal killed its Sephardic citizenship programme overnight. Spain's ran a hard deadline and never extended it. Ireland, Poland, and Hungary still have open ancestry routes for now. The pattern is always the same: programmes open generously, grow popular, then get slammed shut with little warning.

Three narrow exceptions still exist under the new Italian law, and there are pending legal challenges that could shift the picture

جنوبی ایشیا کے بہت سے لوگوں کے لیے سعودی عرب بہتر آمدنی، ٹیکس سے متعلق فوائد، ثقافتی قربت اور اپنے ملک کے قریب ہونے کی وجہ سے ایک پرکشش منزل بن سکتا ہے۔ صحیح مہارت اور درست منصوبہ بندی کے ساتھ یہ مالی استحکام اور بہتر مستقبل کی بنیاد فراہم کر سکتا ہے۔

ایسے حالات میں دوسرا پاسپورٹ صرف دولت مند افراد کی عیاشی نہیں رہا بلکہ یہ ایک حکمت عملی بن چکا ہے۔ دوسرا پاسپورٹ انسان کو سفر، رہائش اور کاروبار کے زیادہ مواقع فراہم کرتا ہے اور غیر یقینی حالات میں متبادل راستے مہیا کرتا ہے۔ یہ دراصل آزادیِ انتخاب اور عالمی مواقع تک رسائی کا ایک ذریعہ ہے۔

اہم بات وقت کی ہے۔ جو مواقع آج دستیاب ہیں وہ کل شاید نہ ہوں یا بہت زیادہ پیچیدہ اور مہنگے ہو جائیں۔ اسی لیے دانشمندی اسی میں ہے کہ مستقبل کے بارے میں آج ہی سوچا جائے۔
