A recent fatal crash on New York City's Queensboro Bridge has reignited important conversations about e-bikes, e-scooters, and micromobility safety. As states like New Jersey, Pennsylvania, and cities like Philadelphia continue to update regulations, understanding how these devices are classified under the law can significantly impact liability, insurance coverage, and injury claims after a collision.

Learn how evolving micromobility laws could affect riders, pedestrians, and cyclists throughout the Northeast: https://www.piscitellolaw.com/blog/2026/may/recent-fatal-crash-highlights-the-evolving-legal/

Adding our voices to the community rocked by the loss of Ross Willard. What an amazing human being. How fortunate that we have Recycle Bicycle Harrisburg as a living legacy of his life's work.

Ross Willard, the founder of Recycle Bicycle, has sadly passed away. Friends and family members shared their tributes on social media: "Ross didn't just see old scrap metal; he saw freedom, fitness and a way forward for anyone with a flat tire and a dream."

Please join us for the 22nd Annual Philadelphia Ride of Silence on Wednesday May 20th, from 6:45 PM to 8:00 PM. This ride will start at the North apron of City Hall with a short memorial ceremony and slow bike ride that will travel an 8-mile route at 9.5 miles per hour through Center City before ending at the Art Museum for a memorial bike lift. The ride occurs rain or shine.

Will you come? RSVP: https://bit.ly/49r9xJQ

For the past 22 years, cyclists throughout Greater Philadelphia have come together to ride silently in honor of riders killed or injured by motorists. Although bicyclists have a legal right to share the road with motorists, the public often isn’t aware of these rights, and sometimes not aware of cyclists themselves. The goal of this annual, international event is to not have another ride, but to have a year with zero bicyclist deaths.

On April 16, 2026, CASA Philadelphia celebrated their 20th anniversary of advocating for children and youth in foster care at Cescaphe in Philadelphia. CASA recognized Helmet Heroes as their 2026 Honoree. Helmet Heroes is a subgroup of PATHS for Barbara; an advocacy group formed in honor of Dr. Barbara Friedes.

Dr. Friedes was a beloved chief pediatric resident at Children’s Hospital of Philadelphia who was tragically killed July 17, 2024, while riding her bike in a bike lane. PATHS is working to create meaningful changes to work towards zero pedestrian and cycling deaths and injuries in Philadelphia.

PA Safe Roads PAC Board Member, Jasmine Hoffman, and Marissa Perrone of Piscitello Law were thrilled to join this event and celebrate the work of Helmet Heroes, in honor of Dr. Friedes.

PA Safe Roads PAC was @ the Walt Whitman Bridge in South Philly April 9, 2026 during a multi-state press event calling attention to aggressive and distracted drivers. Road safety advocate, Eileen Woelkers Miller was invited to speak about the Paul Miller Law set to go into full enforcement by June 6, 2026; citations will be issued to people using cell phones while driving, even while stopped at traffic light. Kudos to Eileen for her incredible advocacy work that will save lives across Pennsylvania.

On April 17th, I'll be on a Human Factors and Ergonomics Society panel in Philadelphia — alongside forensic crash engineers, biomechanical specialists, and behavioral scientists — talking about why cyclist and pedestrian crashes are predictable, preventable, and legally foreseeable.

I'm the only attorney on the panel. I was invited because decades of representing injured cyclists in Pennsylvania and New Jersey produces a different kind of knowledge — one that gets tested not in research papers, but in courtrooms.

Here's the core of what I'll be presenting:

When a driver says, "I looked, but I didn't see the cyclist," they're usually telling the truth. But that statement doesn't let anyone off the hook — it raises a harder question. Why didn't the road design make them look? Why wasn't that cyclist visible? Who knew about that intersection and did nothing?

That's the human factors framework. And it's the same framework we use to build cases for injured cyclists every day.

I'll also be talking about what's happening right now in Society Hill — where neighbors are actively blocking protected bike lanes despite clear evidence they save lives. It's a perfect example of how human resistance, not engineering, is the biggest barrier to safer streets.

Full details and the complete blog post are in the link below. If you're in the Philadelphia area and care about safer streets, this one is worth your time.

If we want safer streets in Pennsylvania, the path runs straight through Harrisburg.
State legislators decide whether we get parking protected bike lanes, stronger hit and run notification laws, and the tools that protect cyclists and pedestrians. That’s why the work of PA Safe Roads PAC matters — we’re building the political power needed to elect leaders who will champion life-saving policies.

We’re grateful for lawmakers like Rep. Morgan Cephas, a leading voice for the Jay Alert bill and a consistent advocate for vulnerable road users. Her leadership shows what’s possible when Harrisburg puts safety first. Thanks to the Philly Bike Expo for providing space for these important seminars on road safety. Let’s keep pushing for the legislation that makes every Pennsylvanian safer on the road.

Cyclists, builders, exhibitors, and community members packed the Philadelphia Convention Center for this year’s Philly Bike Expo in March. Celebrating its 15th year, the Philly Bike Expo once again proved why it’s the East Coast’s premier cycling event.
