News of a recent settlement for an illegal strip search in Carroll County.
(O’Brien) stated that “all five officers involved in the booking process committed an unreasonable search and seizure, using excessive force, including assault and battery under Iowa law. Further, the officers then engaged in an additional unreasonable seizure by strapping [Bandow] to a chair after providing her with a jail jumpsuit, though she was not resisting, for the sole purpose of inflicting humiliation and punishment upon her.”
