𝐀𝐜𝐜𝐞𝐩𝐭𝐚𝐧𝐜𝐞 𝐨𝐟 𝐏𝐃𝐅 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞𝐬 𝐨𝐟 𝐎𝐫𝐢𝐠𝐢𝐧 𝐮𝐧𝐝𝐞𝐫 𝐀𝐉𝐂𝐄𝐏
Customs Notification No. 110/2569, dated 7 September 2026 and published in the Royal Gazette on 22 September 2026, introduces procedures for accepting Japan-issued Certificates of Origin in PDF format (Form AJ) when importers claim preferential tariff treatment under the ASEAN–Japan Comprehensive Economic Partnership Agreement (AJCEP). The notification permits the electronic submission of the PDF certificate through the Customs e-Submission system and establishes related requirements for document presentation, verification and customs processing. The change is principally procedural: importers must continue to satisfy the applicable rules of origin, tariff conditions and documentary requirements, and Customs may verify the authenticity and accuracy of the certificate before granting preferential treatment. For publication purposes, the instrument should not be described as a JTEPA measure: the bilateral Thailand–Japan Economic Partnership Agreement uses Form JTEPA, while Form AJ is associated with AJCEP.
