The SAFE Act (H.R.1661/S.775) LANGUAGE has now advanced through the House Transportation Committee as part of the appropriations process, marking a concerning step forward for those who support responsible horse ownership, animal husbandry, and private property rights.

We have seen this before. After Congress defunded horse processing inspections in 2007, the 2012 Government Accountability Office documented a dramatic rise in horse abandonment, starvation, and neglect across the country. Rescues and sanctuaries were overwhelmed. The suffering did not end; it simply moved out of sight and onto the shoulders of the horse industry.

Passing the SAFE Act today would repeat that catastrophe, only worse. So-called horse rescues are already at capacity. There is no federal funding, no safety net, and no alternative for unwanted horses currently without options.

Please take action and send your message to Congress to say NO to the SAFE Act (H.R.1661/S.775)

The SAVE OUR BACON Act, which was included in the House version of the 2026 Farm Bill and supported by numerous livestock and agricultural organizations seeking relief from the impacts of Proposition 12, was stripped in mark-up by the Senate Agriculture Committee for the 2026 Farm Bill package.

Now that Oregon has collected all the signatures necessary for IP28 to be on the ballot this November 3rd, it’s important for the people of Oregon to understand that unless an individual or group organizes and registers a Political Action Committee (PAC) to put forth an official opposition CAMPAIGN, IP28 will likely be successful at the ballot box.

Facebook posts and articles will NOT defeat this measure. A campaign must be organized ASAP. I say this from experience having run two ballot initiative campaigns against HSUS.

I have been reaching out to friends and some Ag groups in Oregon since October 2025, urging them to organize a PAC and fight back against this terrible measure. My urging and suggesttions were met with comments doubting that the group supporting IP28 would be successful in gathering the needed signatures…

The window to defeat IP28 is shrinking by the day. Make haste, Oregon! This measure must be stopped! We are here to help you!!

The Cavalry Group is proud to announce that Idaho State Senator Brandon Shippy and Idaho State Representative John Shirts have been selected as recipients of The Cavalry Group’s “Legislator of the Year” Award in recognition of their extraordinary leadership and commitment to protecting lawful animal enterprise, working animals, and agritourism in the state of Idaho.

Senator Shippy and Representative Shirts played a critical role in advancing and securing passage of Idaho Senate Bill 1241, the Working Animal Protection Act, landmark legislation originally authored and developed by The Cavalry Group to prevent local governments from enacting bans or restrictions targeting lawful animal-based businesses, exhibitions, transportation, entertainment, education, and agritourism activities.

The legislation was signed into law earlier this year by Idaho Governor Brad Little following overwhelming bipartisan support in the Idaho Legislature, including a decisive 67-0 vote in the Idaho House of Representatives.

“The leadership demonstrated by Senator Brandon Shippy and Representative John Shirts was truly exceptional,” said Mindy Patterson, President of The Cavalry Group. “At a time when animal rights organizations continue aggressively targeting lawful animal businesses and traditions across the country, these legislators stood firmly in support of Idaho’s agriculture community, working animal industries, private property rights, and rural way of life.”

Patterson noted that the Working Animal Protection Act ensures that lawful animal enterprise in Idaho will be governed by science-based standards, existing state and federal regulations, and experienced animal husbandry professionals rather than political pressure campaigns driven by animal extremist ideology.

“This legislation protects not only businesses and livelihoods, but also Idaho families, agitourism, educational outreach, and agricultural traditions that are deeply woven into the fabric of the state,” Patterson added. “Senator Shippy and Representative Shirts understood the importance of proactively protecting these industries before activist-driven local bans could threaten them.”

The Cavalry Group’s Legislator of the Year Award recognizes elected officials who demonstrate exceptional courage, leadership, and dedication in defending constitutional and private property rights, agriculture, and lawful animal enterprise.

Idaho now joins Oklahoma and Arkansas as states that have enacted versions of The Cavalry Group’s Working Animal Protection Act, reflecting the growing momentum nationwide to protect lawful working animal industries from increasing legislative and regulatory attacks at the local level.

The SAFE Act (HR 1661/ S.775) language has now advanced through the House Transportation Committee as part of the appropriations process, marking a very concerning step forward for those who support responsible horse ownership, animal husbandry, and animal welfare.

If enacted, this legislation would continue the federal blockade against humane horse processing in the United States while offering no realistic solutions for unwanted, abandoned, neglected, and financially displaced horses across America.

Now is the time for the horse industry, agriculture community, rural America to rally the full U.S. House of Representatives to STOP the SAFE Act before it moves any further. Emotion-driven legislation without practical solutions continues to harm both horse welfare and the people who responsibly care for these animals every day.

Congress must hear from horse owners, breeders, ranchers, veterinarians, and agriculture advocates NOW.
