Today, we pause to honor something truly remarkable - 30 years of Holly Boyd Wardell at Eichelbaum Wardell Hansen Powell & Muñoz, P.C.

In three decades, Holly has built a career that speaks for itself. Her litigation record in civil rights, whistleblower, and special education cases has produced victories at every level, and her counsel has guided Texas school districts through some of the most challenging legal terrain in education law.

Beyond the courtroom, Holly is a beloved and widely respected speaker. Districts, service centers, and cooperatives across Texas have relied on her expertise on topics ranging from special education and Section 504, to Title IX, student discipline, and education records. Texas school districts have more power over state regulations than many realize, but you have to know how to use it.

The Texas Administrative Procedures Act requires TEA and other state agencies to publish proposed rules and open them to public comment before adoption. That means educators have the opportunity to provide real-world input on how new rules will actually play out in schools — before anyone is required to follow them.

HB2, passed during the 89th Texas Legislative Session, phases out the ability for Districts of Innovation to use uncertified teachers in certain areas — marking a significant departure from the flexibility districts have used since 2015 to address teacher shortages.

We have some exciting news to share. Keith P. Syska has joined us an Associate in our Plano office.

Keith focuses on litigation, representing governmental entities in both state and federal courts. His path to the firm includes a meaningful chapter as an Assistant Attorney General of Guam, where he handled civil litigation and guided agencies through complex procurement and public construction matters. That real-world experience with public institutions shapes how he approaches every case.

Beyond the courtroom, Keith has taught legal writing at UT Law, business courses at UT McCombs, and built a bar exam prep company focused on litigation training — so he understands how to take complicated legal issues and make them clear.
