Buyers are still active and multiple offers are still seen when opportunities arise. Spring is usually a busy time and we’re seeing that this year too.

Inventory is still not much more than half our pre-Covid numbers and is expected to increase as we move into summer.

The average mortgage interest rate on a 30-year mortgage is 6.12% as of April 22, 2026. The average purchase rate on a 15-year term is 5.50%.

The 30-year mortgage rate is a bit higher than it had been in recent days after it briefly sat right below the 6% mark.

Bear in mind that when rates are above 6% you have less competition, meaning that you may save by not having to overbid other buyers.

The Santa Barbara City Council is advancing a framework that includes some of the most restrictive elements discussed to date. Among the key directions given to staff:
* A rent cap of 60% of CPI or 3% (whichever is lower)
* No rent banking
* A comprehensive rental registry with detailed unit and tenancy data
* A formal petition process with an independent hearing officer and appeals structure
* Expanded tenant protections and administrative oversight

The Council also directed staff to explore ongoing per-unit fees and other funding mechanisms, meaning the full cost and long-term financial impact are still to come.
