FBR Introduces a Simplified Tax Scheme for Small Shopkeepers 🛍️

The Federal Board of Revenue (FBR) has notified the Special Procedure for Small Shopkeepers through SRO 1166, introducing a simplified tax regime aimed at encouraging documentation and voluntary compliance.

Key Highlights

✅ Eligibility
- Individual retailers operating a single shop.
- Annual turnover up to Rs. 200 million (Tax Year 2026).

❌ Not Eligible
- Retailers with turnover exceeding Rs. 200 million in any of the last three tax years.
- Owners of multiple shops.
- Tier-I retailers.
- Jewellery businesses.
- Professionals such as doctors, engineers, and lawyers.

Tax Structure:

1% of annual gross turnover.
Minimum tax: Rs. 25,000.
Adjustable withholding taxes can be claimed against the liability.
Any excess withholding tax is not refundable.
Other sources of income will continue to be taxed under the normal provisions of the Income Tax Ordinance.

Registration Options

Businesses can register through:

• IRIS Web Portal
• FBR Shopkeepers Mobile Application
• Nearest Inland Revenue Office
