If you submit your application on or before September 30, 2026 (Reiwa 8), you will pay the current (pre-revision) fee, even if your permit is only granted on or after October 1, 2026.
In other words, what matters is the date you submit your application, not the date your permit is issued. As long as you apply by September 30, 2026, the pre-revision fee will apply😉
