Government of India issues new guidelines for empanelment of Advocates as Panel Counsel. ⚖️
The Ministry of Law & Justice has issued an Office Memorandum dated 20 August 2026 laying down guidelines for empanelment of Advocates representing the Union of India before the Hon’ble Supreme Court, High Courts, District & Subordinate Courts, Tribunals and other forums.
Key requirements include:
• Bachelor’s degree in Law from a BCI-recognised institution
• Enrolment with the respective State Bar Council
• Qualification in AIBE and possession of Certificate of Practice
• Relevant legal practice experience as prescribed in Annexure-I
• Experience in specialised laws may be considered for specialised panels
• Performance, conduct, integrity and experience will also be assessed
The empanelment is generally for a period of three years.
