Strict liability means that an owner is responsible regardless of how carefully they trained or handled their dog.

This rule is tougher on owners than the “one-bite” rule that many states follow, which requires a dog bite victim to prove that the dog’s owner should have known about the dog’s aggressive behavior because it had attacked someone else in the past.
