There are 14.9 million people enrolled in Medi-Cal. This program is California’s version of Medicare but acts as a supplement to Medicare for senior citizens, especially those who live in long-term care facilities. There are lots of rules and regulations surrounding Medi-Cal, one of which was set to expire at the end of 2026. Governor Newsom, however, recently signed a law that extended a vital fee that kept Medicare payments flowing to nursing homes.

Assisted living abuse rarely announces itself. A fall gets described as an accident. A missed dose is called a scheduling issue. A dirty room, sudden weight loss, withdrawal, or a resident found wandering outside gets explained away one incident at a time. Any of these can be a genuine one-time lapse. When the same failures repeat — or when a facility cannot show what it did afterward — that pattern of preventable harm may cross into neglect that violates a resident’s rights and the facility’s duty of care.

A resident who was walking, talking, and eating normally in the spring is suddenly withdrawn, thinner, and bruised by fall. Families almost always ask the same question first: is this aging, or is it neglect? It is a fair question, and it usually cannot be answered from the hallway of a facility. Age alone does not explain a pressure sore, a broken hip nobody witnessed, or a parent who stops speaking when a particular aide walks in.

Here is the part that surprises most families: you do not need proof before you call a nursing home neglect lawyer. Proof lives in staffing records, care plans, medication logs, and incident reports — documents families rarely control and often cannot get on their own. Suspicion, combined with a real change in condition, is enough reason to ask for a legal review.

Much of nursing home safety revolves around prevention. Creating safe environments, using bed rails properly, monitoring medications, using lifts, and more are all part of nursing home safety policy. And there’s nothing wrong with these rules. In fact, many go a long way to keep residents from experiencing potentially fatal falls and other injuries which can degrade their health and quality of life. Fall prevention is a major focus as part of nursing home safety, and for good reason. But a recent opinion piece in the California Health Report raised an important question: what if we focused on mobility? Looking at the other side of the fall prevention argument, the author wondered if tracking mobility could be vital to ensuring nursing home safety.
