OK, let's stop this "we need a new ballroom for security" nonsense. The WHCD is not an official presidential function. In fact, 47 did not go during the four years he was in office. The ballroom at the Hilton holds over 2200 people. The proposed one at the WH would only hold 650, so presumably, the WHCD could not be held there anyway. Further, the president does not dictate the location of the dinner- the president is only an invited guest. Do we really want to spend $400 million for only a few events, when there are other fiscal concerns? And in spite of how it went down, isn't their argument that there was nothing wrong with the protection provided? Or does this mean that a pres can't go to any public place?
