THE ATTACK ON MATIBAG TELLS YOU EVERYTHING ABOUT HIS HISTORY
I don't know Melvin Matibag. Had no reason to pay attention to him until recently.
But when the DDS does a coordinated attack on a person — Cayetano, Imee Marcos, and the entire pro-Duterte bloc all moving against one man at the same time — that tells you something.
You don't coordinate like that unless the target is a real threat.
HE WAS DUTERTE'S MAN — UNTIL HE WASN'T
Matibag spent years inside the Duterte machine — not as a public face, but as a party enforcer.
When PDP-Laban fractured in 2021, he became Acting Secretary General of the Cusi-Duterte faction on May 31 of that year. Both wings filed separate documents with COMELEC claiming to be the legitimate party. Matibag was central to the Cusi faction's legal fight — the one trying to have Pimentel's group declared illegitimate. The Supreme Court eventually settled it in September 2025, recognizing the Cusi-Matibag bloc as the rightful PDP-Laban leadership.
He was one of them. Formally and on record.
Then in October 2023, he quietly resigned as Secretary General. No press conference. Just an announcement. By September 2024, he went on record calling Sara Duterte a "bratinella."
That was the line.
WHAT HE BECAME AFTER
President Marcos appointed him NBI Director in February 2026 — confirmed by Malacañang.
The moves that followed were pointed: he confirmed the videos used in Sara's impeachment trial were authentic. He confirmed Sara visited her alleged bagman Ramil Madriaga in jail. He appeared before the impeachment court to present the NBI's findings.
A former party insider who built the Duterte faction's legal infrastructure, now running the agency investigating the Duterte family.
WHAT ACTUALLY HAPPENED ON MAY 13
This didn't start the night of the shooting.
The ICC had issued an arrest warrant against Senator Bato dela Rosa as a named perpetrator in Duterte's drug war. Days earlier, NBI agents at the Senate had blocked Dela Rosa from entering the plenary. The Senate cited those agents in contempt.
On May 13, the GSIS president formally requested the NBI to secure the GSIS building — adjacent to the Senate compound. Twenty-one NBI personnel were deployed at 6:15 p.m. At 7:30 p.m., Senate security went into lockdown. At 7:45 p.m., OSAA personnel spotted two men in NBI vests. When the NBI agent identified himself, Acting Sergeant-at-Arms Mao Aplasca fired a warning shot. The NBI agent fired back. The exchange ran from 7:46 to 7:49 p.m. — 27 rounds from Senate security, 5 from the NBI agent.
At 8:01 p.m., Cayetano went live on Facebook saying the Senate was "allegedly under attack."
Malacañang confirmed Aplasca fired first. Reports that Marcos told Matibag he was "misled" come from Matibag's own account of the conversation — the Palace did not independently confirm those words.
CAYETANO'S MOVE — AND IMEE'S PILE-ON
The morning after, Cayetano asked the Ombudsman to suspend Matibag — calling him a "suspect" in the shooting, following Aplasca's own six-month suspension. Cayetano is the same Senate President keeping Dela Rosa under Senate custody, the legal basis of which remains disputed.
Then came Imee Marcos. And this is the part people keep glossing over.
Imee formally left the Marcos administration coalition in March 2025 over the ICC arrest of Rodrigo Duterte, citing it as a violation of her principles. She had led the Senate inquiry into the transfer to The Hague and rejected ICC jurisdiction outright. She had already distanced herself from her brother's slate as early as September 2024.
She is a Duterte ally who happens to share a last name with the President.
So when she formally asked her brother to suspend Matibag and two NBI officials over the Senate shooting, she was not acting as a concerned senator. She was protecting the same network Matibag once belonged to.
WHY THE COORDINATION IS THE STORY
No group chat needed. Just a shared interest.
Their shared interest is to neutralize a man who spent years inside their machine, who helped build the Cusi faction's legal case, who knows the party's internal architecture — and who is now using his position to investigate them.
Cayetano shields Dela Rosa from ICC arrest. Imee fights the legitimacy of the ICC process itself. Both go after Matibag at the same time, using the same incident, with the same demand.
When the DDS attacks someone this loudly and this coordinated, pay attention.
That person is a problem for them.
