No to Cyber libel and all forms of defamation
INSTITUTIONAL STATEMENT
The Municipality of Bayambang respects freedom of expression, the right to responsible public criticism, and the proper use of social-media platforms in discussing matters of public interest.
At the same time, the Municipality condemns the publication and dissemination of unverified, malicious, or defamatory accusations against any person or entity. Public allegations should be based on verified facts and raised before the proper authorities, where all parties may be heard and the evidence may be fairly examined.
The Municipality supports lawful investigation and accountability for possible cyberlibel and other unlawful online conduct. Under Article 353 of the Revised Penal Code, libel involves a public and malicious imputation tending to cause the dishonor, discredit, or contempt of a natural or juridical person. When committed through a computer system, the applicable cyberlibel provision incorporates the Revised Penal Code’s provisions on libel.
This statement is general and nonpartisan. It is not issued in support of, or opposition to, any incumbent or former public official, candidate, political party, or political group. The Municipality does not endorse any candidate or political party and takes no position on any pending or potential criminal, civil, administrative, or electoral proceeding.
The Municipality further declares that it will not use public funds, facilities, personnel, official communication channels, or other government resources or authority for partisan political purposes. Municipal officials and employees are reminded that they may not directly or indirectly engage in partisan political activity or use their official authority or influence to cause any political activity by another person or body, subject to the limitations under applicable law.
The Municipality urges all persons to exercise restraint, verify information before sharing it, respect the dignity and reputation of others, and allow competent authorities to determine the truth and impose liability when warranted. Accountability, due process, and responsible public discourse are essential to the protection of both free expression and the rule of law.
