Seminar on Senior Citizens’ Rights and Legal Protections

We are pleased to share the successful conduct of our seminar on “Senior Citizens’ Rights: Access to Benefits, Privileges and Legal Protections Under R.A. 9994”, held last Saturday, August 8, 2026, at Perez Hall – Speaker Eugenio Perez National Agricultural School, San Carlos City.

The seminar featured our distinguished guest speaker, Atty. Charlemagne P. Papio, who shared valuable insights on the rights, benefits, privileges, and legal protections afforded to senior citizens under Republic Act No. 9994, otherwise known as the Expanded Senior Citizens Act of 2010.

We were also honored by the presence and support of our CLEP (Clinical Legal Education Program) Adviser and IBP (Integrated Bar of the Philippines) President, Atty. Jefferson T. Faculanan.

This meaningful activity provided participants with a deeper understanding of the laws protecting our senior citizens and emphasized the importance of ensuring that their rights are respected, upheld, and accessible to all.

EVENT RECAP: Clinical Legal Duty of Law Practitioners regarding Small Claims Made Simple: Legal na Paraan sa Pagsingil ng Utang

A highly productive seminar was conducted to simplify the legal avenues for debt collection through the Small Claims process. Our guest speaker, Atty. Geffrey P. Aloit, shed light on the crucial duties of law practitioners in guiding the public through this fast-tracked judicial remedy.

By de-mystifying the law, we enable ordinary citizens to resolve financial disputes without the burden of lengthy litigations.

SENIOR CITIZENS’ RIGHTS: Access to Benefits, Privileges, and Legal Protections under Republic Act No. 9994

PHINMA–University of Pangasinan College of Law, through its Clinical Legal Education Program I (CLEP), in partnership with the Local Government Unit of Bayambang and under the professional guidance and supervision of the Integrated Bar of the Philippines – Pangasinan Chapter, successfully conducted a Public Orientation on the rights, benefits, privileges, and legal protections afforded to senior citizens under Republic Act No. 9994, otherwise known as the Expanded Senior Citizens Act of 2010.

Held on May 13, 2026, at the Balon Bayambang Events Center, the activity aimed to promote legal awareness among senior citizens and members of the community by discussing their rights, remedies, mandatory benefits and discounts, protection against abuse and neglect, access to government assistance, and available legal remedies.

The discussion was led by our esteemed guest speaker, Atty. Charlemagne P. Papio, whose insights and expertise helped deepen the participants’ understanding of the importance of protecting and upholding the welfare and dignity of senior citizens.

We extend our sincere gratitude to Atty. Jefferson T. Faculanan, CLEP Adviser and President of the IBP Pangasinan Chapter, for his guidance and invaluable mentorship.

JUSTICE IN THE DIGITAL AGE

The PHINMA - University of Pangasinan, College of Law through its Clinical Legal Education Program (CLEP) working hand-in-hand with Barangay Tebeng Officials and under the professional guidance and supervision of the Integrated Bar of the Philippines - Pangasinan Chapter, facilitated a community orientation covering a comprehensive guide on online scams.

It was held last April 18, 2026 at the Multi-purpose Hall of Barangay Tebeng, Dagupan City with the theme "HUWAG MAGPAPALOKO ONLINE: Karapatan at Pananagutan" led by the expertise of our esteemed speaker, Atty. Ruperth Laurence A. Vergara, who delved into the complexities of Cyber Estafa guiding participants from discovering red flags to seeking proper legal remedies.

The PHINMA-University of Pangasinan-College of Law, through its Clinical Legal Education Program-Level 1 (CLEP-1), conducted a public orientation delving primarily on the 2016 Revised Rules of Procedure for Small Claims Cases.

The lecture/seminar with the theme “Hustisya Para sa Maliit na Halaga: Gabay sa Small Claims” was held on April 11, 2026 at the Mayor’s Pavilion located at the Tondaligan Beach Park, Bonuan Gueset, Dagupan City.

Invited as resource speaker during the said activity is Atty. Kyle Alexander P. Ceralde, himself a well-respected private practitioner handling civil and criminal cases. The speaker who is an incumbent Director of the IBP-Pangasinan Chapter talked primarily on what are considered as small claims cases and how to handle these cases when confronted with.

In attendance were the members of the Lupong Tagapamayapa of the so-called “One Bonuan” composed of Barangays Bonuan Gueset, Bonuan Boquig and Bonuan Binloc all located in Dagupan City. These participants were targeted as they are tasked with resolving community disputes through mediation, conciliation and arbitration. Most often than not, disputes falling under small claims cases are the ones being addressed to and resolved by the members of the Lupon.

An open forum ensued after Atty. Ceralde delivered his lecture wherein several participants asked questions which were aptly answered by the speaker himself. Also present to reply to the queries of the participants is Atty. Alex Norman B. Lomboy, the incumbent Auditor of IBP-Pangasinan Chapter.

The meaningful event was made possible under the supervision and guidance of Atty. Jefferson T. Faculanan, CLEP Adviser and at present the President of the IBP-Pangasinan Chapter.

“DAGITI IMA A MANGPAKAN ITI PAGILIAN”
The hands that feed the nation

The UPANG - College of Law through its Clinical Legal Education Program (CLEP) held a public orientation for the Sual Local farmers and fisherfolks in Baquioen, Sual, Panagasinan on April 06,2026 in collaboration with the IBP Pangasinan, the Sual LGU and Baquioen Brgy. Council.

In its aim to promote legal awareness and empower local farmers and fisherfolk on the relevant environmental and fisheries laws that directly affect their livelihood, Atty. Raymund Joseph M. Camarillo, our guest speaker, discussed the

· Republic Act No. 8435 “Agriculture and Fisheries Modernization Act”;
· The Philippine Fisheries Code of 1998 (Republic Act No. 8550), as amended by RA 10654 in 2015
· RA 7607- “Magna Carta for Small Farmers”.

This meaningful initiative was made possible under the guidance of Atty. Jefferson T. Faculanan, CLEP Adviser and IB Pangasinan President; our guest speaker Atty. “RJ” Camarillo for sharing his knowledge and expertise with our farmers and fisherfolks community; For the Sual LGU and Baquioen Barangay Council for their utmost assistance in ensuring the success of this event. And to the CLEP students facilitator who poured their heart in reaching this community and extending resources for the sual farmers and fisherfolks.

With this event, we aim to further reach the marginalized sector, addressing the exigency of their current circumstances in pursuit of justice. ⚖️

EMPOWER. PROTECT. DEFEND. 💜

On March 21, 2026, PHINMA UPang College of Law, through CLEP Level 1, conducted a community legal seminar in Brgy. Quesban, Calasiao, Pangasinan, in partnership with IBP Pangasinan, the LGU, and JCI Hundred Islands.

In celebration of National Women’s Month, Prosecutor Rolly T. Reyes, as guest lecturer, guided the community on RA 9262 (VAWC). From explaining protection orders (BPO, TPO, and PPO) to highlighting the critical role of evidence, the session equipped the community with the tools to turn the law into a shield.

Under the guidance of Atty. Jefferson T. Faculanan, CLEP Director and IBP Pangasinan President, the initiative was led by Project Heads Angelica Joy Layacan and Darius De Leon, with the support of our dedicated student practitioners: Eshlie Xinamhar N. Gannod, Diane G. Valdriz, Rajah Andrea V. Tandoc, Alexandra Corilla, Joshua Soriano, Elizabeth Jane Henanger, Ezekiel Delos Reyes, and Woodrow Gabris.
