This morning, our team continued our distribution of vegetarian meals at 7 Mile in conjunction with the first day of the 7th month of the lunar calendar.

The 7th lunar month is a time when many families observe their own traditions and practices. Regardless of our different beliefs and customs, the values of compassion, generosity, and caring for others are something we can all share.

As always, thank you to our dedicated volunteers and everyone who continues to support our efforts to serve the people of Kota Sentosa.

每逢农历七月,许多家庭都会按照各自传统和习俗进行祭拜与祈福。虽然大家的信仰和习俗各有不同,但关怀、慈悲、乐于助人和分享的精神,是我们每个人都可以共同拥有的价值。

I visited Jalan Tong Wei Tah following complaints from residents who continue to face flash floods whenever there is heavy rainfall. The residents have approached me to seek assistance in bringing this long-standing issue to the immediate attention of the relevant authorities.

Based on my observations and the feedback received from residents, there appears to be a fundamental issue with the drainage design in the area.

The natural ground level of Jalan Tong Wei Tah is lower than the surrounding areas, including Jalan Stampin and Jalan Stampin Barat 4. As a result, rainwater naturally flows from these higher grounds towards Jalan Tong Wei Tah before eventually reaching Lorong Tong Wei Tah No. 2.

However, the drainage system at many of the lorongs here such as Lorong Tong Wei Tah No. 2 and Lorong Tong Wei Tah No. 5 appears to terminate at a dead end, preventing rainwater from being discharged efficiently into the nearby monsoon drain. Consequently, water accumulates within the drainage system until it overflows during periods of heavy rainfall.

The result is that the drains along Jalan Tong Wei Tah are unable to cope with the volume of water. Floodwaters spill onto the road, enter car porches, and in many cases inundate residents' homes, causing repeated damage to property and significant inconvenience.

Although some sections of the drains along Jalan Tong Wei Tah were widened and deepened last year, the recent flooding in June demonstrates that these works have not addressed the root cause of the problem. The issue appears to lie not merely in the size of the drains, but in the overall drainage design and the inability of water to discharge effectively into the main drainage system.

The relevant authorities should undertake a comprehensive technical assessment of the entire drainage network in the area, rather than continue implementing piecemeal solutions. Unless the underlying bottleneck is identified and rectified, residents will continue to experience flooding every time there is a heavy downpour.

With the rainy weather at the end of the year, there is an urgent need for action. The authorities should not wait until another flood occurs before responding. Preventive measures taken today will spare residents from avoidable losses and hardship in the months ahead.

I urge the relevant authorities to investigate this matter as a priority and work towards a permanent solution. The residents of Jalan Tong Wei Tah have endured this problem for far too long and deserve a drainage system that functions properly and protects their homes from repeated flooding.

我接获居民投诉后,前往董伟达路(Jalan Tong Wei Tah)了解当地长期面对的闪电水灾问题。居民表示,每逢下大雨,该地区便容易发生积水甚至闪电水灾,因此希望我协助向有关当局反映,并尽快处理这个困扰居民已久的问题。

根据现场观察以及居民提供的情况,目前的问题可能并不只是排水沟“不够大”,而是整个地区排水设计本身的问题。

董伟达路一带的地势比周边地区低,包括实旦宾路(Jalan Stampin)以及实旦宾西段路(Jalan Stampin Barat 4)。因此,每逢下雨,来自较高地势的雨水便会自然往通伟达路方向流,最后汇集到董伟达第二巷(Lorong Tong Wei Tah No. 2)一带。

然而,目前一些巷路的排水沟,例如董伟达第2巷(Lorong Tong Wei Tah No. 2)及董伟达第5巷(Lorong Tong Wei Tah No. 5),排水沟似乎在末端便中断,形成死水沟,无法有效把雨水排入附近的大水沟。

当雨势较大时,大量雨水无法及时排走,便会在排水沟内越积越多,最终导致排水沟无法负荷,唯有溢出路面,并流入居民住家的车房,甚至进入屋内。

这不但造成居民生活上的不便,也让他们必须一次又一次面对家具、车辆及屋内财物被水浸坏的问题。

事实上,去年有关当局已经对董伟达路部分排水沟进行加宽及加深工程。然而,今年6月该地区仍然发生水灾,这显示之前的工程并没有真正解决问题。

因此,我认为,目前需要检讨的并不只是排水沟的宽度或深度,而是整个地区的排水系统设计,以及雨水能否顺利排入大水沟。

有关当局应该对董伟达路一带的整体排水系统进行一次全面的技术评估,找出真正的排水瓶颈,而不是继续采取“哪里淹水就修哪里”的零散方式。

如果没有解决最根本的问题,即使不断加宽或加深个别排水沟,雨水最终还是无法有效排出,居民面对水灾的问题仍然会持续。

随着雨季不久后将到来,天气变化也较大,因此有关当局必须尽快采取行动,而不是等到下一场水灾发生后才来姗姗处理。

如果能够在水灾发生前做好预防和改善工作,就可以避免居民继续蒙受不必要的财物损失及生活困扰。

我呼吁有关当局将董伟达路的排水问题列为优先事项,尽快展开详细调查,并制定一个能够真正解决问题的长期方案。

董伟达路居民已经面对这个问题太久,他们应该拥有一个完善、有效的排水系统,而不是每逢大雨就担心家园再次被水淹。

Dropped by SK St Alban Sg Tapang and met up with members of the school community.

During my visit, I was pleased to hand over a financial allocation to the Parents Teachers' Association (or commonly known as PIBG) in support of its annual activities and programmes for the benefit of the students and the school.

A strong and active PIBG is an invaluable asset to any school. The close cooperation between parents, teachers, and the wider community at SK St Alban Sg Tapang is truly commendable. Their willingness to work hand in hand and contribute their time and effort has helped create a supportive and nurturing environment for the students.

I hope this small contribution will assist the PIBG in carrying out its activities, and I look forward to continuing to support initiatives that strengthen our schools and benefit our children.

今天抽空到访双溪达邦圣奥本国小,与学校师生及家教协会成员交流,了解学校的近况。

趁着这次到访,我也移交一笔经费予该校的家教协会(PIBG),作为支持该协会继续举办各项常年活动与计划的用途,希望能让更多学生和学校受惠。

一个积极及充满活力的家教协会,是学校重要的伙伴。双溪达邦圣奥本国小家长、教师及社区之间一直保持着良好的合作关系,大家齐心协力、共同付出,为孩子们营造更好的学习环境,这种精神值得肯定。

Despite having to undergo regular dialysis treatment, Miss Teng remains determined to stay active and independent. On the days when she does not have treatment, she works part-time at 10 Mile to earn an income and support herself.

However, the reality is that the income from her part-time work is not sufficient to meet her daily living and medical-related expenses. As such, she is also looking for alternative opportunities to supplement her income and improve her financial situation.

I am encouraged by her perseverance and positive attitude. Many would find it difficult to balance work and ongoing medical treatment, yet she continues to press on and make the best use of every opportunity available to her.

As a small gesture of support, I handed over a financial contribution to help ease some of her burden. I hope that this assistance will provide some relief, and I wish Miss Teng continued strength, good health, and success in finding additional opportunities to support herself.

虽然长期需要定期洗肾治疗,但邓小姐依然积极面对生活,坚持工作、自力更生。

平日没有洗肾的时候,她都会到10哩一带兼职工作,希望靠自己的努力赚取收入,减轻生活负担。

不过,单靠兼职收入仍不足以应付日常开销和医疗费用,因此她也积极寻找其他工作机会改善生活。

让我感到敬佩的是,即使要兼顾工作和长期治疗,她依然保持乐观与坚强的态度,努力过好每一天,不轻言放弃生活。

为了表示支持,我移交了一笔援助金,希望能帮助她减轻一些负担,并祝福她身体健康,继续保持坚强,也希望她早日找到更好的工作机会。

I am encouraged to see the association's dedication in promoting healthy lifestyles and providing a platform for members of the community to stay active and connected through taiji.

As a gesture of support for their ongoing initiatives, I was pleased to hand over a financial allocation to assist the association in carrying out its activities.

Since the announcement in 2025 that all commercial vehicles would be required to install Speed Limitation Devices (SLD), many operators have taken proactive steps to comply with the new requirement. The industry recognises that SLDs are an important safety feature and supports the long-term objective of improving road safety.

However, throughout the implementation process, LPKP Sarawak has consistently received feedback from operators regarding the practical challenges they face in complying with the requirement.

Among the issues raised were the limited number of approved suppliers, the high installation costs, and technical difficulties in retrofitting older commercial vehicles. In many cases, operators informed us that certain vehicles could not be fitted with SLDs due to the absence of compatible Electronic Control Units (ECUs) or other technical limitations, despite their willingness to comply.

Recognising these genuine concerns, LPKP Sarawak did not simply treat the matter as being outside our jurisdiction. Although the SLD policy falls under the purview of the Ministry of Transport (MOT) Malaysia, we took the initiative to engage with industry players, gather their feedback, and convey these concerns directly to the Ministry.

Over the past months, we have maintained close discussions with MOT Malaysia on the practical challenges faced by operators and explored ways to ensure that the implementation of the policy would be both effective and realistic.

I am pleased that on 30.06.2026, MOT Malaysia announced that while the installation of SLDs remains mandatory, the full enforcement of the requirement would be deferred to provide operators with additional time to comply.

Following this announcement, the Board of LPKP Sarawak has today decided that all eligible commercial vehicle operators will be allowed to renew their permits regardless of whether their vehicles have been fitted with SLDs, in line with the Ministry's decision.

This decision ensures that operators who are making genuine efforts to comply will not be unfairly penalised simply because of circumstances beyond their control. It also provides the industry with sufficient time to complete the installation process while continuing their business operations without unnecessary disruption.

We must emphasise that this is not an exemption from the SLD requirement. The requirement remains in force, and operators are expected to continue making the necessary preparations to install SLDs as soon as practicable.

This is demonstrates how LPKP Sarawak approaches issues affecting the commercial vehicle industry. Even where a matter falls outside our direct regulatory authority, we believe it is our responsibility to listen to industry players, represent their concerns, and work collaboratively with the relevant authorities to find practical solutions.

LPKP Sarawak will continue to serve as a bridge between the industry and the Government. Our objective is not only to regulate, but also to facilitate, support, and help the industry overcome operational challenges while ensuring that public safety remains our highest priority.

自2025年宣布所有商用车辆必须安装限速器(Speed Limitation Device,简称SLD)以来,许多业者已经主动采取行动,配合这项新规定。

业者普遍认同,SLD是提升道路安全的重要设备,也支持政府通过这项措施加强道路安全的长期目标。

不过,在整个落实过程中,我们砂商用车辆注册局持续收到商用车辆业者反映,在实际执行和安装SLD时面对不少困难。

业者所提出的问题,包括获批准的SLD供应商数量有限、安装费用高昂,以及一些较旧商用车辆在进行改装时面对技术上的困难。

在一些情况下,业者即使愿意遵守规定,但由于车辆没有适用的电子控制单元(ECU),或受到其他技术限制,导致有关车辆无法安装SLD。

我们了解这些都是业者真正面对的问题,因此并没有简单地以“这不属于我们的管辖范围”为由置之不理。

虽然SLD政策是由马来西亚交通部(MOT)负责,但我们主动与业者展开交流,收集他们所面对的问题和意见,并将这些诉求直接反映给交通部。

过去数个月,我们持续与交通部保持密切沟通,针对业者在落实SLD政策时所面对的实际困难进行讨论,并探讨如何让这项政策能够在有效提升道路安全的同时,也以更实际和可行的方式落实。

令人欣慰的是,交通部于2026年6月30日宣布,虽然商用车辆安装SLD的规定仍然维持,但全面执法将暂缓,以给予业者更多时间完成安装及相关准备工作。

配合交通部的这项决定,我们董事局今日决定,所有符合资格的商用车辆业者,即使车辆尚未安装SLD,也可以继续更新其营运准证。

这项决定是为了确保那些正在积极配合及努力落实有关规定的业者,不会因为一些不在他们控制范围的实际问题,而受到不公平的处罚。同时,这也让业者有足够的时间完成SLD安装工作,并能够在不受到不必要干扰的情况下,继续维持正常的营运。

不过,我们必须强调,这并不代表业者可豁免安装SLD。SLD安装规定仍然有效,业者仍必须继续做好相关准备,并在实际可行的情况下尽快完成SLD的安装。

这也充分体现我们如何处理商用车辆行业的问题。即使有关课题不属于我们直接的监管权限,我们仍认为,倾听业者的声音、替业者反映所面对的问题,并与相关政府部门共同寻找实际可行的解决方案,是我们的责任。

我们将继续扮演业者与政府之间的桥梁。我们的目标不只是进行监管,也包括协助和支持业界,帮助他们解决营运上所面对的困难,同时确保公共安全始终是我们的首要考量。

A big thank you to everyone who came out to support our Jualan Rahmah Madani Bergerak at Lorong 2, Stampin Resettlement Scheme today!

We were delighted to see another encouraging turnout from residents who took the opportunity to purchase essential goods and household necessities at affordable Rahmah prices. Your continued support motivates us to keep bringing this initiative to more communities.

Today's programme was also especially meaningful as it marked the launch of Malaysia's National Month celebrations. As we celebrate our nation's history and the spirit of unity throughout this month, it is our hope that initiatives like Jualan Rahmah Madani Bergerak will continue to benefit the people by helping to ease the cost of living while strengthening the bonds within our community.

We handed over a mock cheque amounting to RM169,939 to the Dro-Phen Jangchub Buddhism Followers Society Sg Maong Kuching in support of the upgrading and maintenance works of its premises.

This allocation is provided by the Federal Ministry of Housing and Local Government (KPKT) under its initiative to assist non-Islam places of worship throughout the country. These funds play an important role in helping religious institutions improve their facilities so that they can continue serving their congregations and the wider community.

I am pleased that we were able to assist the society throughout the application process and to see their efforts come to fruition.

Congratulations to the committee and members of the Dro-Phen Jangchub Buddhism Followers Society Sg Maong Kuching on receiving this allocation. I hope the improved facilities will continue to benefit the Buddhist community and the public for many years to come.

我们今日移交一笔总额16万9939令吉的模拟支票予益众菩提(卡玛迦如)佛教中心,以支持该协会提升及维修工程。

这笔拨款是由房屋及地方政府部(KPKT)提供,属于联邦政府协助全国非伊斯兰宗教场所提升设施的拨款计划之一。有关拨款将协助宗教团体改善和提升场所设施,让他们能够继续为信众及社区提供更完善的服务。
