Most people think a red-tagged or condemned house is unsellable. It isn't β€” and the reason it feels that way is worth understanding.

A red tag means the house can't be occupied. It does not mean the city took title β€” that's eminent domain, a different process entirely. You still own it, and you can still sell it.

Where these deals actually stall is the code enforcement lien. The city won't release the lien until the violations are physically cured, but the work usually can't happen until a new owner can pull permits. Seller stuck in a loop, buyer walks away.

The mechanism that solves it is an escrow holdback: funds set aside at closing so the violations get cured afterward, the lien releases, and the seller never writes the city a check out of pocket.
