We’re excited to share that LSC, Senior Attorney David White will be joining other guardianship experts for Practising Law Institute’s California Guardianship Law 2026 on Tuesday, September 1!

David will participate in the session “Post-Guardianship Proceedings and Special Issues in California,” sharing his expertise on California guardianship law and practice.

California’s schools are going phone-free. What does that mean for students?

A new state law requires California school districts to adopt policies limiting or prohibiting smartphone use during the school day. But implementation varies from school to school.

Students may also have exceptions related to medical or special needs, emergencies, or authorized instructional use.

As these policies take effect, it’s important for young people and families to understand what their school’s policy says, and what exceptions may apply.

The Trump administration is attempting to take the work of defending unaccompanied children away from dedicated nonprofit organizations and hand it to new groups that appear to lack experience in immigration law and in representing immigrant children.

The administration has awarded the disgraced anti-trafficking group, Our Rescue, a $244 million contract to take over a portion of this work—raising serious concerns about whether these children will continue to receive the experienced legal representation they deserve.

Every child deserves a dedicated advocate who will stand beside them and protect their rights.

As of July 31, 2026, a federal contract that funded legal representation for unaccompanied children ended. Leaving LSC and other organizations without crucial funding to represent children who are alone in immigration detention.

LSC will continue to stand by the young people we already represent. But without this funding, we are unable to serve newly detained children in detention who urgently need legal representation.

Yesterday, July 22, a Coalition of legal aid organizations filed a lawsuit challenging the Department of Homeland Security's (DHS) unlawful decision to deny vulnerable immigrant youth a fee waiver when applying for Special Immigrant Juvenile Status (SIJ status). This policy was imposed by the "One Big Beautiful Bill" signed into law last summer.

Many immigrant children eligible for SIJ status have no way to earn income and no parent or family member who can support them. Without access to a fee waiver, youth can lose SIJ status eligibility and face devastating consequences putting them at risk of deportation and exposing them to abuse, violence, and trauma.

The lawsuit was filed on behalf of the Coalition for Humane Immigrant Rights (CHIRLA) and Legal Services for Children (LSC), two nonprofit organizations that represent children eligible for SIJ status.

"Children can only be eligible for this immigration status if they have been abused, abandoned, or neglected. These children often have no family support and no financial resources. The purpose of SIJ status is to provide protection for vulnerable children and youth, and creating a financial barrier to this protection undermines the core purpose of this status." Many unaccompanied children arrived in the United States after surviving trafficking, abuse, and violence. Now the Trump administration is withholding $65 million from their legal representation — and the contract funding their representation expires July 31.

At Legal Services for Children, we see firsthand how important legal representation is for immigrant youth. Without this funding, there would be devastating consequences for our young immigrant clients who rely on us for legal advocacy and support. Without funding, these children face the legal system alone, putting their safety, well-being, and futures at risk.
