HONOLULU: We highly encourage property owners who are owner-occupants to file for HOME EXEMPTION. The deadline is September 30 for the next fiscal year.

Otherwise, you may have to pay high non-occupant "RESIDENTIAL A" property taxes.

Property Owner Occupants: IF you have not filed, it's very important that you file for Home Owner Exemption before September 30 for the next Property Tax Assessment.

If you don't and your property valuation reaches the $1M mark, your property will fall into the "Residential A" category. Your property taxes WILL INCREASE.

Here is the official information for Oahu, Honolulu NEW Vacation Rentals laws.

The City says it will start the fines on August 1, 2019. But registrations for new license for Owner-occupant homes will probably by lottery, but not before October 1, 2020.

The Honolulu City Council adopted Bill #89 CD2 & Bill #85 at the Special Hearing today. This is after many packed public hearings.
In a nutshell, Bill #89 include the following:
1. Only property owners with home exemption can apply by lottery for a bed & breakfast operation. Limited to 2 rooms with 5 guests max. Oahu-wide will have about 1700 OWNER-OCCUPIED new licenses.
2. No whole house or entire house allowed. No absentee owners or out-of-state owners allowed.
3. There is a 1,000 feet buffer zone between B & B operations.
4. Annual renewable fee is $2,000. If there are complaints, licensee could lose the license.
5. Must have vacation rental insurance
6. Property taxes will be categorized as "resort".
7. Mom and Pop B&B has to provide a 24/7 phone number for complaints to neighbors within 250 feet.

8. Other non-conforming units can face up to $10,000 fine a day.

Bill #85 was also adopted but it appears Mayor Kirk Caldwell will accept Bill #89. Duane Pang, Deputy Corporate Counsel revealed at the last minute that there was a discrepancy on the tables between Bill #89 and #85.
