For the fifth consecutive year, the Allen County Bar Foundation (ACBF) is offering scholarships for students with ties to Allen County, Indiana to support equal access to the legal system.

As noted in a July 2024 report by the Commission on Indiana’s Legal Future, Indiana has a shortage of practicing attorneys, ranking in the bottom ten nationally with only 2.3 attorneys per 1,000 residents. As noted in the final Commission report from July 2025, “Indiana’s attorney shortage adversely affects access to justice, economic and workforce development, and the civic health of our communities. Where it involves shortages of prosecutors and public defenders, it is a public safety crisis.” The ACBF believes the Legal Opportunity Scholarship is one way to help address this issue.

The scholarship will provide up to $2,500 to a law student for tuition and fees or for bar exam preparation and up to $1,500 for an undergraduate student preparing to take the Law School Admissions Test. This year, the scholarship is supported by the Marcia Linsky Fund. Established in 2024, the Marcia Linsky Fund supports legal and civic education, bar exam preparation, and efforts to provide low-cost and pro bono legal services. The Marcia Linsky Fund was established to honor the memory of Marcia Linsky, an attorney who served the local community as an attorney, a public defender, and a Magistrate.

The scholarship application is available on the ACBF’s website at: https://www.allencountybar.org/allen-county-bar-foundation-legal-opportunity-scholarship/. The application period will be June 1-30, 2026.

The ACBF is a 501(c)(3) charitable organization dedicated to promoting civic engagement and knowledge of the law. To accomplish its mission, the ACBF gathers and directs resources to programs and organizations that educate individuals in Allen County and Northeast Indiana about civics and the law. It is a separate entity from the Allen County Bar Association and includes board members from the bench, bar, and community. 📚🎓⚖️

The ACBA Benevolent Barristers, an outstanding group of well seasoned attorneys licensed in 1986 or prior years, met for a wonderful barbeque meal and special presentation from Karen Richards ARCH, Inc. about the hidden architectural history of downtown. Special thanks to Greater Fort Wayne Inc. for allowing us to use their conference room while our A/C is getting repaired! 😋💙

Dear ACBA Members and non-member attorneys,

We have around 15 seats left for this year's Law Day, and I hope that you will consider joining us special CLE, this Friday at noon in Circuit Court. The tradition of Law Day dates back to 1958, when President Dwight D. Eisenhower established Law Day as a day of national dedication to the principles of government under law. Congress officially designated May 1 as Law Day in 1961, and each year since, the American Bar Association has prescribed the theme for the day.

This year's theme is "The Rule of Law and the American Dream," and we have assembled an expert panel, including Justice Christopher M. Goff, Judge Dana J. Kenworthy, and Michael Wolf, Chair of Political Science at PFW. Rachel Blakeman, Director of the Community Research Institute at PFW and Chair of the ACBA CLE Committee, will be moderating. Topics to be discussed are wide ranging, including the separation of powers and its importance, the international dimension of the rule of law, how the two Judicial Officers see the rule of law applying to the court and more.

As you may have heard, we will also have around 60 local high school students in attendance. Part of the ACBA’s mission states that we seek to promote the continued education of both lawyers and laypeople in the fields of law and legal procedure. This event presents a unique opportunity to fulfill both aspects of that part of our mission. It's also a great opportunity to come together to celebrate our democracy and the constitution which we hold dear.

With gratitude,
Luke Martin
