Help us solve a mystery.

This plastic circular container is screwed into the wall outside the entrance to the garage. The top has screw lines but no lid. Very clean inside.

We thought maybe doggie bags, but logistically the front door is a lot nicer to walk a dog from than through a garage and into an alley.

What do you think is the purpose?
