Free Passport and Gender-Affirming Name Change Clinic

The clinic is open to all trans or gender-expansive young adults who live in Georgia ages 18-26.

THE SOCIAL SECURITY ADMINISTRATION NEEDS TO UPDATE THE WEBSITE TO EXPLAIN WHEN WALKINS ARE ACCEPTABLE AT A FIELD OFFICE www.ssa.org We have a homeless client whose SSI application was approved at the initial level at the Social Security Administration’s Disability Adjudication Services (DAS). www.gvs.georgia.gov/social-security-services In order to receive SSI, you must do a financial interview, also called a PERC interview, with the SSA field office that took your initial claim.
Our client did an Artificial Intelligence (AI) search to ask if he could go to the Atlanta Downtown Field Office for a PERC interview to get his SSI benefits started. AI said that the Atlanta Downtown Field

Office does not allow a person to walk into the office. Instead, an appointment has to be made online. If you go to the SSA’s website and scroll down to the bottom to the left hand side, it reads: Find an office. You then enter your zip code. In this instance, it takes you to the Atlanta downtown field office where you can pick an appointment time. However, the SSA website does not disclose that In person appointments must be granted to those with hardship or a critical illness. Examples of hardship include homelessness, no phone, a missed prior appointment, eviction or foreclosure, etc.

The client came to the Law Offices of Kathleen M Flynn, LLC for help scheduling his PERC. He had used up the minutes on his cell phone trying to reach someone at the Atlanta downtown Field Office. We called the Atlanta downtown Field Office that had a 70 minute Hold time! www.ssa.gov/locator Fortunately, the Georgia Area Director’s Office, which oversees the Field Offices, found someone to do this homeless client’s PERC interview over the phone while he was in our disability law firm.

Are the Social Security Administration's (SSA) Payment Center's understaffed? www.ssa.gov What are NOSSCR and NADR doing to represent us? www.nadr.org www.nosscr.org For 20 plus years, I could call the 410 lines and leave voicemails about attorney fee payments that are a year or older. Now, I get full voicemail mailbox! The 215 area code line never had voicemail nor a human to answer.

We are told to call an 800 number where we wait on hold for one hour or longer. The SSA employee, who answers the phone, cannot help us. I have been told to call the Field Office which sends a message to the payment center. That can be up to an hour wait time. The call may roll over to a different Field office, but all they can do is take a message. I have to ask the 800 line staff to send a message to the Field Office which they don't want to do.

I was having a bad week then, today, finding a homeless client made my day. I had sat in on a hearing with Attorney, Erica Demsey, as she could not find the client to get a signed representation form. The compassionate Administrative Law Judge at the Office of Hearings and Operations (OHO) in the Atlanta downtown office made a fully favorable decision awarding SSI in December 2025. I was determined to find our client whose life would improve with SSI benefits and, optimistically, would lead to housing.
We had reached out to many contacts, since losing touch with her in June 2024. The client’s mother did not know how to reach her. Homeless clients have phones stolen or lose them or have limited minutes. Through the years, we put together a list of dedicated contacts who have worked with the homeless. We call them when we cannot find a homeless client. One contact, inside a hospital, let me know that this client had gone to the ER at another hospital in December 2025 and gave me her phone number and address which I later learned was temporary.

When I reached the client, her phone had limited minutes. She was going to spend the night on the Marta until 4am and then stand in line to get in My Sister’s House, a woman’s shelter. I called someone at Hope Atlanta who could not find our client. The Hope Atlanta case manager told our client that there was a bed for her at the Salvation Army tonight. Made me feel so grateful to have a home and an office where everyone who works here cares about making a difference in people’s lives. We had a reason to help a social security disability client, but none of us needs a reason to help someone.
