We’re pleased to welcome Chelsey Torgerson to our team!

Licensed in Idaho, Washington, and California and admitted to practice in U.S. District Courts, Chelsey’s practice spans commercial transactions, real estate, construction, civil litigation, and regulatory compliance, shaped by more than 20 years across private practice, government service, and corporate law. In all aspects of life, Chelsey is guided by a strong commitment to integrity, accountability, and the pursuit of justice.

Chelsey is a year-round outdoor recreation enthusiast, passionate about camping, fly-fishing, golfing and skiing. Chelsey also volunteers with a domestic violence organization, supporting survivors as they work to leave abusive situations safely. Last week we got to celebrate Hannah Kimball’s Rising Star Award presented by the Spokane Journal of Business.

Since joining our firm this year, we’ve seen nothing but initiative and drive to break down legal barriers and help our rural healthcare clients deliver care in their communities. She joined the firm's attorneys at the Montana Primary Care Association's Compliance Training in Butte, where she had the opportunity to speak directly with quality and compliance professionals doing frontline work in rural communities.

Hannah’s driving mission is the belief that all populations deserve local, quality-driven and trustworthy healthcare. She sees that rural healthcare access supports jobs, population health, and remains a pillar for rural communities to thrive.

She knows what it takes to keep a critical access hospital running. We are grateful to have her on the team.

Some of the most meaningful legislative outcomes we've been part of succeeded because of the relationships, credibility, and goodwill that were already established.

Legislators respond to sources they trust. That trust is earned through consistent, honest engagement over time like showing up when there's no immediate ask, being a reliable resource, and demonstrating that you understand the complexity of what they're navigating.

Important update on the 340B rebate model pilot!

HRSA recently closed a public comment period on a potential rebate model pilot that would change how 340B pricing works at the point of sale. Review of public commentary was completed earlier in August.

In January 2027, a Pilot Program will begin. This Program will test a rebate approach for a limited set of drugs. Drug companies can continue to request to be a part of the Pilot until August 24. The list of drugs included is expected to be released in September.

✍️ Why does this matter for you?
Covered entities will need to be aware of what drugs are on the Pilot to evaluate its possible economic impact on operations. If you provide a large amount of a particular drug, it could affect your operating capital.
