Criminal sentencing is interesting. Some crimes have a minimum mandatory. For instance, possession with intent to distribute fentanyl requires a minimum
mandatory sentence of 5 years without possibility of probation parole or suspension of sentence. That’s 5 years flat; means you do all of 5 years. So a 12 year sentence with 7 years flat means you do 7 years and 85% of the next 5 years.
