More than half of Baltimore city and county residents surveyed expect to move out of their current neighborhoods within the next three years, according to a new report from Johns Hopkins University.

The survey of 934 city residents and 558 county residents between September and November 2024 found that 42% of city residents want to leave Baltimore, with 27% expecting to stay in Maryland and 15% expecting to leave the state. Of the 58% of residents who said they would stay in the city, 36% expect to remain in their current neighborhoods and 22% expect to move elsewhere in the city. In the county, 66% of residents who expressed a desire to move planned to stay.

Fifteen households are joining Rooted Northwest, a co-housing community forming near Arlington, Washington. The initiative will develop approximately 70 homes clustered together on a 240-acre property while preserving roughly 90 percent of the land for agriculture, forests, and open space. The project acquired the land in 2020 through a collective purchase from a longtime dairy farmer seeking to downsize. Cofounder Dave Boehnlein stresses the importance of protecting one of the region's remaining significant farms. The community integrates shared living spaces with sustainable land management, emphasizing regenerative agricultural practices and long-term land conservation.

A 77-year-old Florida attorney has spent nearly two months in jail after refusing to reveal the identities of two anonymous clients who sued their homeowners association. Bruce Burtoff has been held at Orange County jail since March 4 on a contempt of court order. He can be released at any time by providing the names of the plaintiffs, who withheld their identities for fear of retaliation from neighbors.

The process by which developers hand over control of homeowner associations to residents is failing more often than many people realize, creating what are known as "zombie HOAs." This issue is significant given that 43.6% of homes for sale in 2025 were subject to HOA fees, up from 34.3% in 2019. In these problematic situations, developers may retain control, sometimes blocking elections or ignoring transition deadlines, as seen in North Charleston, SC. This can lead to residents being denied financial records, experiencing increased dues, and ultimately seeing their property values "take a hit."
