James is a former elected prosecutor that knows how to protect his clients in the judicial system. James Owen grew up in Pasadena, Texas and graduated from Sam Rayburn High School. He then attended the University of Houston, receiving his Bachelor of Science Degree in Chemical Engineering in 1982. James received his Juris Doctorate and was licensed to practice law in 1985 fol

lowing graduation from Texas Tech University School of Law. Representing clients in general commercial litigation, toxic exposure and product liability litigation, James practiced law in the Dallas and Houston areas. In 1992, he moved to the Athens, Texas area with his wife and children and began working with the firm of Life and Stark. In 1993, he became a partner in the firm known as Life, Stark & Owen. In 2000, James was elected to his first of two terms as County Attorney of Henderson County where he served as Misdemeanor Prosecutor and Advisor to Commissioner’s Court from 2001 through 2008. As County Attorney for Henderson County, James became extremely familiar with the inner workings of County Government and particularly the systems necessary to efficiently manage and resolve a large number of cases annually, typically more than 2000 cases a year in Henderson County misdemeanor courts. James’ experience and knowledge of the implemented systems in place in the County provides our clients with significant benefits when developing a strategy to address allegations of wrongdoing that have resulted or may result in the filing of criminal charges. In addition to his law practice and public service as an elected official, James has also been very active in his community through membership in the First Baptist Church of Athens, Texas and involvement with local children’s sports organizations and arts programs. James and Laura have homeschooled their children and are members of the Texas Home School Coalition www.thsc.org, Home School Legal Defense Association www.hslda.org, Texas Home Educators Sports Association www.thesariders.org and are past members of the Richardson, Texas based Home School Athletic Association www.hsaa.org. accepted by the Henderson County Commissioners Court on or about October 8, 2024,
including all records relating to their drafting, adoption, interpretation, administration,
enforcement, and impact. The request is intended to obtain information necessary to
evaluate whether the regulations, as adopted or implemented, may affect the availability,
affordability, or accessibility of housing for persons protected by the federal Fair Housing
Act, including disparate-impact principles recognized in Texas Department of Housing and
Community Affairs v. Inclusive Communities Project, Inc., 576 U.S. 519 (2015), and the
Texas Fair Housing Act, Chapter 301 of the Texas Property Code.”

Cudo’s to our Congressman Lance Gooden (R-TX-5) for his association with promoting data centers, primarily through his strong support for AI development, related infrastructure, and energy policies that facilitate them.
He has publicly backed Trump’s “Genesis Mission” AI initiative, which aims to boost U.S. innovation and compete with China.
