Most people hear "Madeira IBC" and think: lower taxes, offshore, grey area. The reality is considerably more structured than that.

The Madeira International Business Centre has been operating since 1980. It was created as a regional development instrument, a response to the structural constraints of an outermost EU region: remoteness, a small domestic market, limited economic diversification. Tax incentives were the mechanism, not the purpose.

Today, the IBC is a fully EU-compliant framework. Companies incorporated under the regime are Portuguese companies, subject to Portuguese law, accounting standards, and compliance obligations. The incentives are authorised under EU State aid rules and linked to real economic activity, investment, and employment in Madeira.

It's not a loophole. It's a jurisdiction and understanding the difference is the first step to using it correctly.

Is your business subject to monthly VAT returns in Portugal?

The monthly VAT regime is mandatory for businesses whose annual turnover in the preceding year was €650,000 or more. Businesses below this threshold may also choose monthly filing.

Under this regime, transactions are reported for each calendar month. The VAT return is generally submitted by the 20th day of the second month following the reporting period, with any VAT payable usually due by the 25th.

Monthly VAT compliance involves more than meeting deadlines. Businesses must correctly classify transactions, reconcile invoices, confirm deductible VAT and plan for the amount payable to the Tax Authority.
