Last week, HiiL brought Hack4Justice to Beirut, where 16 teams worked on ways to make Lebanon's civil courts easier to navigate.

The 64 participants tackled a challenge identified with Lebanon's Ministry of Justice: helping people understand the status of their court cases, what steps they need to take, and what happens next. All 16 teams made it to the final pitch. The winning prototypes included:

🔹Access to Digital Law: SMS updates to help citizens prepare for court and follow their cases after filing.
🔹LexDarb961: An app bringing together services for citizens, court clerks and lawyers, including case tracking and a voice assistant.
🔹Nobel Lex: A procedural knowledge pathway to make civil-court information easier to access through the Ministry of Justice website.

Hack4Justice was held under the patronage of Lebanon's Ministry of Justice, organised in collaboration with the Beirut Bar Association and Berytech, and supported by the Dutch Ministry of Foreign Affairs. The hackathon also marks the start of HiiL's five-year programme in Lebanon. We'll be working with local partners to develop practical solutions that respond to the justice challenges people face.

People-centred justice doesn't sit neatly in one box.

Over the past few months, we've been writing about family rights in Ethiopia, the lack of data on children's justice problems, the experiences of women and girls of African descent, access to justice for people affected by conflict and displacement in Burkina Faso, and what justice can mean for the resilience of small businesses in Tunisia.

On the surface, these are very different issues, but they share one starting point: what does justice need to look like for the people dealing with the problem? That question takes us into many different places: from family and child rights to gender equality, displacement, conflict and economic resilience. People-centred justice is not a sector in itself. It is a way of approaching justice wherever people encounter it. Have a look at some of our recent work:

Last week in Tunis, HiiL Innovation Hub MENA and the CENTRE NATIONAL DU REGISTRE DES ENTREPRISES -national business register organised the AI for Economic Justice Forum.

The forum brought together policymakers, legal professionals, business leaders and public institutions to discuss what AI could mean for economic and people-centred justice. Some of the key themes discussed:

→ Using AI to simplify business registration and access to legal information for MSMEs
→ Building safeguards around data protection, cybersecurity and bias
→ How AI is changing legal practice while preserving ethics and human judgement
→ Keeping people at the centre of digital transformation

In Ethiopia, 11% of legal problems are family disputes, and 54% are taken to local elders for resolution.

Our newly published Ethiopian Family Justice Guidelines offer practical guidance on some of the most common and sensitive family justice questions, from maintenance and custody to divorce and property. Inside the Guidelines:

→ assessing maintenance fairly, including income, living costs and children’s needs
→ putting children’s safety, stability and views at the centre of custody and visitation
→ using mediation and community-based approaches before disputes escalate
→ strengthening links between customary and formal justice systems
→ creating more space for women and other vulnerable groups in dispute resolution.

“People-centred justice” sounds good. But what does it actually mean in practice?

🔹A justice service might resolve a dispute… but was the outcome fair?
🔹Did the person feel heard and respected?
🔹Could they afford the process?
🔹Could they actually navigate the service?

Our latest report explores how to answer these questions. “Measuring justice from the users’ perspective: a first look at the Justice Services Measure” introduces a new approach to assessing justice services based on what matters to the people who use them. Tested in Ethiopia and Nigeria, the first iteration of the Justice Services Measure (JSM) offers a way to look beyond institutional performance and understand where justice services work, and where they fall short. Because if justice is meant to serve people, their experience should be part of how we measure it.

How do you measure whether justice actually works for the people using it?

Justice systems often measure what happens inside them: cases processed, decisions reached, services delivered. But these numbers tell us much less about the experience of the person seeking justice.

Our new report, Measuring justice from the users’ perspective: a first look at the Justice Services Measure, introduces a framework for measuring justice from the user’s perspective, looking at outcomes, process, cost and usability. The Justice Services Measure was tested with users of community justice services in Ethiopia and Nigeria, offering a first look at how people-centred justice can move from a principle to something that can actually be measured.
