[Scam alert] Fake calls and emails pretending to be ISA

With the fee revision from October 1, the Immigration Services Agency (ISA) is warning about scams.
・Automated voice call → Not from the ISA. Please hang up.
・Emails asking you to pay by credit card or QR code → They are a scam. (Real payment emails come only from -dgft.com or .jp)

Even if they come in Japanese, you can check with these 2 points.

The minimum wage in Japan goes up this autumn. All 47 prefectures completed their decisions on September 3. Don't focus too much on how small the increase is...

・National weighted average: 1,177 yen (up 56 yen, +5.0%)

・Tokyo: 1,280 yen

・Kanagawa: 1,279 yen (up from 1,225 yen)

Here is the point many people miss. The starting date is not the same in every prefecture. 37 prefectures start in October, 7 start in November, and 3 start in December. Okinawa is the last one, December 2. And even inside October, the dates are different. So you need to check the minimum wage in your own prefecture, not just the news headline.

Two things I want to share with foreign residents.

1. The minimum wage applies to everyone working in Japan. Your status of residence does not matter. Part-time work and dispatch work are also covered.

2. If your hourly wage is lower than the minimum wage, that part of the contract is void under Article 4(2) of the Minimum Wage Act. You can ask your employer for the difference.

Nobody will check your payslip for you. You need to check it yourself.

Four Points That Caught My Attention in the Draft Guidelines for Permanent Residency

Japan’s proposed revisions to the permanent residence guidelines may significantly affect people considering permanent residence in the future.
Four points particularly caught my attention:

1. Household income
Dependent relatives, including those living outside Japan, may be included when determining household size. Applicants supporting more family members may therefore need to meet a higher income threshold.

2. Future pension benefits
The authorities may consider whether an applicant’s expected pension benefits reach a prescribed level. Financial assets may cover a shortfall, but the amount considered sufficient remains unclear.

3. Japanese language ability
Applicants may be expected to demonstrate Japanese proficiency at CEFR B1 level or above. Under the JLPT’s CEFR reference scale, this includes an N3 total score of 104 or higher and an N2 score of 90 to 111.

4. Revocation after permission
The proposed guidelines also clarify when permanent resident status may be revoked, including intentional non-payment of public dues, certain immigration law violations, and imprisonment for specified crimes.

These proposals suggest that income, pension records, Japanese proficiency, notification history, and payment records may become increasingly important.

I have explained these four points in more detail in my article. Which change do you think will have the greatest impact?
