Quebec employers: here is where low-wage LMIAs stand after ESDC's October 9 unemployment update. The rates apply to applications submitted from October 9, 2026 to January 7, 2027. ESDC won't process low-wage LMIAs in a CMA at 6% or higher.
Saguenay: 3.4% to 3.7% (open)
Québec: 4.0% to 4.3% (open)
Sherbrooke: 4.3% to 4.2% (open)
Trois-Rivières: 5.3% to 5.7% (open)
Drummondville: 5.7% to 3.8% (open)
Montréal: 6.8% to 7.2% (closed)
Ottawa-Gatineau: 6.7% to 7.9% (closed)
Low-wage LMIAs for jobs in Saguenay, Québec, Sherbrooke, Trois-Rivières and Drummondville can be submitted. Low-wage LMIAs for jobs in Montréal and Ottawa-Gatineau won't be processed unless an exemption applies, such as construction, agriculture, food processing, hospitals or nursing homes. Outside these CMAs, the 6% rule doesn't apply. High-wage positions ($36.00/hr or more in Quebec) are not affected. The next update is January 8, 2027. The Montréal and Laval regions also have a separate low-wage freeze.
