Despite the present softness in the Canadian housing market, several factors, including relatively low real mortgage rates, record-high immigration, institutional homebuying and investor confidence in the mortgage industry, suggest that, in the long run, the outlook for this market remains positive.

The decline in national home prices this year will not turn into a prolonged downfall like the one that happened in the early 1990s.

Canada’s 2023–2025 Immigration Levels Plan embraces immigration as a strategy to help businesses find workers and to attract the skills required in key sectors—including health care, skilled trades, manufacturing and technology—to manage the social and economic challenges Canada will face in the decades ahead. Last year Canada welcomed over 405,000 newcomers - the most we’ve ever welcomed in a single year. The Government is continuing that ambition by setting targets in the new levels plan of 465,000 permanent residents in 2023, 485,000 in 2024 and 500,000 in 2025. The plan also brings an increased focus on attracting newcomers to different regions of the country, including small towns and rural communities. This plan helps cement Canada’s place among the world’s top destinations for talent, creating a strong foundation for continued economic growth, while also reuniting family members with their loved ones and fulfilling Canada’s humanitarian commitments.

With rising demand, what solutions are on the horizon to address affordability? Can governments implement new tax measures, or are other scenarios more likely?

RE/MAX explores how immigration policy could potentially address supply issues within Canadian real estate market, driven by skill shortages.

Ontario is set to introduce legislation that would make it easier for immigrants to get licensed to work in professions that match their areas of expertise. The proposed legislation would, if passed, prevent many regulatory bodies from requiring immigrants to have Canadian work experience to get licensed. It would also standardize English-language testing requirements and ensure licensing applications are processed faster. The changes would help remove barriers immigrants often face when trying to work in their professions.
