জাল দলিল চেনার সহজ উপায়ঃ

জমি কেনা-বেচার ক্ষেত্রে দলিল চেনা খুবই জরুরি। নিম্নে জেনে নিন :

১. ভলিউডেমর তথ্য:
সাব-রেজিস্ট্রি অফিসে দলিলের প্রকৃতি অনুযায়ী চারটি রেজিস্ট্রার বা ভলিউমে লেখা হয়ে থাকে। কোনো দলিল নিয়ে সন্দেহ হলে রেজিস্ট্রি অফিসে সংরক্ষণ করা দলিলের সাল মিলিয়ে দেখতে হবে। এজন্য নির্দিষ্টভাবে দরখাস্ত করতে হবে। এতে দলিলটির যাবতীয় তথ্য দিতে হবে।

২. স্বাক্ষর যাচাই:
অনেক সময় স্বাক্ষর জালিয়াতি করে দলিলদাতা বা গ্রহীতার সাজা হয়। এক্ষেত্রে স্বাক্ষর বিশেষজ্ঞের মাধ্যমে স্বাক্ষরের সত্যতা যাচাই করিয়ে নেয়া যেতে পারে। এছাড়া ভূমি অফিস থেকে বিভিন্ন সিল পরীক্ষা করেও জালিয়াতি নির্ণয় করা যায়।

৩. মূল মালিক শনাক্ত:
এক জমির একাধিক মালিকের নামে করা থাকলে ধরে নিতে হবে দলিলটি জাল হতে পারে। এক্ষেত্রে সরেজমিনে গিয়ে স্থানীয় লোকজনের সঙ্গে কথা বলে মূল মালিক কে, তা নির্ণয় করতে হবে।

৪. নামজারি:
সহকারী কমিশনার (ভূমি) অফিস থেকে জমির মিউটেশন বা নামজারি সম্পর্কে খোঁজ নিতে হবে। নামজারিতে ধারাবাহিকতা ঠিক আছে কি না, সেটা সুচারুভাবে পর্যবেক্ষণ করতে হবে। যদি দেখা যায়, সিএস জরিপের সঙ্গে বিক্রেতার খতিয়ানের কোনো গরমিল আছে, তাহলে বুঝতে হবে, কোনো জটিলতা আছে। সবচেয়ে গুরুত্বপূর্ণ হচ্ছে, জরিপ খতিয়ানে জমির পরিমাণ পরবর্তী সময়ে যতবার বিক্রি হয়েছে, তার সঙ্গে জমির পরিমাণ মিল আছে কি না, তা যাচাই করে দেখা। দাগ নম্বর, ঠিকানা এসব ঠিক আছে কি না, এসব যাচাই করতে হবে।

৫. আমমোক্তারনামা:
সম্প্রতি কোনো আমমোক্তারনামা দলিল থাকলে তাতে উভয় পক্ষের ছবি ব্যবহার হয়েছে কি না যাচাই করতে হবে।

৬. তারিখ যাচাই:
কোনো দান করা জমি হলে দলিলে সম্পাদনের তারিখ দেখে কবে জমিতে গ্রহীতা দখলে গেছে তা যাচাই করতে হবে। দলিলটি রেজিস্ট্রি করা কি না এবং দলিলদাতার সঙ্গে গ্রহীতার সম্পর্ক কী, তা যাচাই করতে হবে।

৭. লেখক যাচাই:
সম্প্রতি সম্পন্ন হওয়া কোনো বিক্রীত দলিলের দলিল লেখকের নাম ঠিকানা জেনে সরেজমিন কথা বলে নেয়া দরকার।

৮. মালিকানা যাচাই:
জমির স্বত্ব কী বা মালিকানা যাচাই করতে হবে। বিক্রেতার কাছ থেকে সব দলিল, বিশেষ করে ভায়া দলিল চেয়ে নিতে হবে। সাব-রেজিস্ট্রি অফিস থেকে জানতে হবে সব দলিলের ক্রমিক নম্বর, দলিল নম্বর ঠিক আছে কি না।

৯. সিল-স্ট্যাম্প যাচাই:
দলিল সম্পাদনের সময় ব্যবহৃত স্ট্যাম্পের পেছনে কোন ভেন্ডার থেকে স্ট্যাম্প কেনা হয়েছে এবং কার নামে কেনা হয়েছে খেয়াল রাখুন। প্রতিটি স্ট্যাম্পের পেছনে একটি ক্রমিক নম্বর উল্লেখ থাকে। এ নম্বরটি ঠিক আছে কি না, প্রয়োজনে স্ট্যাম্প বিক্রেতার সঙ্গে দেখা করে যাচাই করে
