DEAF MEMBER SITUATIONS MUST COLLECTIVELY RISE TO THIS CHALLENGE: THEY MUST SUPPORT THE MEANS TO ACHIEVE THESE ENDS, AND SO PROVE SERIOUS ABOUT AN INTERNATIONAL PARTNERSHIP FOR DEVELOPMENT IN THE INTERESTS OF ALL THE PEOPLES OF THE WORLD.
