New Regulations – Motor Vehicle Licences and Registrations Documentation (listed below) that expired between 26th March 2020 and 31st May 2020 deemed to be valid for 90 days from 1st June 2020: -

Learner’s licences;

Driving licences;

Temporary drivers licences;

Motor vehicle licence discs;

Temporary permits;

Roadworthy certificates;

Professional driving permits.

In addition, motor trade licences that expired during the above period extended for 6 months.

NMBM Rates Department … Great News !!!

We have been notified that the NMBM Rates Department will be resuming work with a skeleton staff from Thursday, 21st May 2020.

The re-opening of the Rates Department means we will be able to obtain Rate Clearance
Certificates which will place us in a position to forward our documents to the Deeds Office
to have transfers registered as soon as possible for our clients.

Marriage Laws in South Africa to be revised / expanded upon in 2021 …

The Department of Home Affairs (DHA) is developing policy which will lay the basis for drafting new legislation relating to marriage. The policy will be based on Constitutional values and modern social dynamics. Some key changes to be introduced will be:

Strict rules around the age of marriage;

Conclusion of legal marriages by different religious and cultural persuasions.

Changes to marriage law will naturally impact on other areas of law such as Divorce and the Administration of Estates.

His journey to becoming an admitted attorney, which began while working as a surveillance officer, is nearing its end.

We understand that the NMBM Rates Department has not yet resumed work.

Hopefully more information will be available on Friday regarding the time frames for re-opening. Once the Rates Department has re-opened we can obtain Rates Clearance Certificates which will enable us to forward our documents to the Deeds Office to have transfers registered as soon as possible for our clients.

Deeds Office – Update

According to a Departmental Circular, officials at the Deeds Office are required to resume work effective from 13th May 2020.

However, only 1/3 of the staff will return to office on a full time basis. It is great news that the re-opening date has been made known and we at Lexicon are ready to facilitate the registration of transfers as quickly as possible.

Deeds Office Update …

The King William’s Town Deeds Office is still closed.

We understand that the office needs to be deep-cleaned which process it is hoped will completed by the end of this
week or early next week following which a skeleton staff will return to work - we anticipate that the office will open shortly thereafter. We are primed to “fly out of the
starting blocks” once the Deeds Office re-opens to facilitate
the registration of transfers as quickly as possible.

We shall provide further updates when more information becomes available.
