The Disaster Management Act makes provision for sole proprietors to trade . This is covered in the definition “institution” of Government Gazette No 43258 issued on 29 April 2020.

The Department of Trade and Industry says essential service permits have already been issued to 440 000 companies. The Governments risk-adjusted strategy to bring different sectors of the economy back to work relies on "Standard Industrial Classifications (SIC)" as published by Statistics South Africa. After reading this document there should be a whole lot more people back at work.

It is not sufficient to have applied to CIPC for a Certificate to Trade under Level 4. Each person or member of staff needs to carry a permit with them if they are traveling between their home and place of business. Housekeepers or domestic workers who are returning to their place of work must also carry a permit with them together with their ID/passport
