📘📢 OFFICIAL LETTER OF THE HO CHI MINH CITY DEPARTMENT OF FINANCE ON THE IMPLEMENTATION OF THE LAW ON INVESTMENT 2025

The Ho Chi Minh City Department of Finance has recently issued new guidance on the implementation of investment procedures effective from 1 March 2026, as follows:
🔎 Key highlights include:
🌵 Applications submitted before 1 March 2026: These shall continue to be processed in accordance with the Law on Investment 2020.
🌵 Applications submitted from 1 March 2026 onward: As the guiding Decree for the new Law has not yet been issued, investors may choose to either (i) wait for the official implementing regulations, or (ii) proceed with submission under the existing application forms; however, such applications will only be processed after the new Decree is promulgated.

⚖️ 🚩Important note: If the new regulations introduce changes that differ from the application dossier prepared under the previous forms, investors will be required to re-prepare and resubmit the application dossier in accordance with the new provisions.
