✨✨CÓ PHẢI HÓA CHẤT NÀO KHI NHẬP KHẨU VỀ VIỆT NAM CŨNG ĐỀU PHẢI KHAI BÁO?
Theo Điều 28 Nghị định 113/2017/NĐ-CP và Điều 1 Nghị định 82/2022/NĐ-CP, nếu hóa chất thuộc một trong các trường hợp sau đây sẽ được miễn trừ khai báo:
📌 Hóa chất được sản xuất, nhập khẩu phục vụ mục đích an ninh, quốc phòng, ứng phó các sự cố thiên tai, dịch bệnh khẩn cấp.
📌 Hóa chất là tiền chất ma túy, tiền chất thuốc nổ, vật liệu nổ công nghiệp và hóa chất bảng đã được cấp phép sản xuất, nhập khẩu.
📌 Hóa chất nhập khẩu dưới 10 kg/một lần nhập khẩu nhưng không áp dụng đối với các hóa chất hạn chế sản xuất, kinh doanh trong lĩnh vực công nghiệp.
📌 Hóa chất là nguyên liệu sản xuất thuốc đã có Giấy chứng nhận đăng ký lưu hành thuốc tại Việt Nam, nguyên liệu sản xuất thuốc là dược chất để sản xuất theo hồ sơ đăng ký thuốc đã có Giấy chứng nhận đăng ký lưu hành thuốc tại Việt Nam.
📌 Hóa chất là nguyên liệu sản xuất thuốc bảo vệ thực vật đã có Giấy chứng nhận đăng ký thuốc bảo vệ thực vật tại Việt Nam.
Nếu không thuộc các trường hợp trên, khi nhập khẩu hóa chất về Việt Nam, các tổ chức, cá nhân nhập khẩu cần phải thực hiện hoạt động khai báo qua Cổng thông tin một cửa quốc gia trước khi thông quan.

✨✨ DO ALL CHEMICALS NEED TO BE DECLARED WHEN IMPORTING THEM TO VIETNAM?
According to Article 28 of the Decree 113/2017/ND-CP and Article 1 of the Decree 82/2022/ND-CP, if the chemicals fall into one of the following cases, they must be declared:
📌 Chemicals were produced and imported for the purpose of security, national defense, and emergency response to natural disasters and urgent epidemics.
📌 Chemicals are precursor substances for drugs, precursor substances for explosives, industrial explosive materials, and licensed production and import chemicals
📌 Chemicals imported under 10 kg per importation, but not applicable to restricted chemicals in industrial production and business sectors.
📌 Chemicals are raw materials for pharmaceutical production that have been certified for circulation of drugs for production according to the registered drug dossier that has been certified for circulation of drugs in Vietnam.
📌 Chemicals are raw materials for the production of plant protection products that have been certified for registration of plant protection products in Vietnam.
If not falling into the above cases, when importing chemicals to Vietnam, import organizations and individuals must carry out declaration activities through the Vietnam National Single Window before customs clearance.
