The temporary suspension basically applies only to foreigners entering the US as immigrants except the following:

1. US permanent residents;
2. Heathcare workers and their spouse and children;
3. Investors pursuant to EB5 program;
4. Spouse and children of US citizens;
5. Members of the US Armed Forces and their spouse and children; and
6. Aliens whose entry to US would be in the national interest.

The action pauses the issuance of green cards, with some exceptions.
