Greene County District Attorney Announces Arrest Warrant in Narcotics Investigation

WAYNESBURG, PA — The Greene County District Attorney’s Office announces the issuance of an arrest warrant for 56-year-old John Roach following a narcotics investigation in the area of Jefferson Road in Franklin Township.
Magisterial District Judge Tom Ankrom issued the warrant after an investigator charged Roach with the Delivery of M**hamphetamine. The charges stem from a targeted operation in which investigators and a confidential informant met with Roach, during which methamphetamine was purchased from him.
Following the operation, the evidence in this case was taken to the Pennsylvania State Police Laboratory in Greensburg where a comprehensive chemical analysis was conducted. The laboratory confirmed the purchased substance was methamphetamine, a Schedule II Controlled Substance.

The Greene County Drug Task Force, which led this operation, is composed of detectives employed by the District Attorney's Office. Specific details regarding further investigative methods are being temporarily withheld to protect the integrity of the active case.

The office of the District Attorney would like to thank all members of law enforcement who participate in the search and apprehension of wanted individuals. Such searches often involve unknown variables including whether the wanted individual is armed, working with other individuals, or in a vehicle. Pursuits such as the one today involve numerous members of law enforcement putting their lives on the line without knowing where the suspect is, or whether he is armed, and who he is with. With unknown places for the suspect to hide and wait, it is always a risk for law enforcement to place themselves in harm’s way, as they did today. We thank all members of law enforcement who put their safety on the line in an attempt to bring David Garber into custody.

In the early morning hours of May 29th, our office along with multiple law enforcement agencies executed 3 search warrants in the Jefferson, Nemicolin and Waynesburg areas. Please see Greene County District Attorney's Office for additional information, a third search warrant was issued based on observations of a wanted person inside a residence. These search warrants resulted in 5 arrests.

While conducting this detail and additional warrant sweeps, Deputies and Officers observed a wanted felony suspect, David GARBER, at a local store in the Dilliner area. Officers gave GARBER verbal commands and attempted to stop GARBER, who fled on a motorcycle. A brief pursuit ensued where GARBER deployed pepper spray from his motorcycle. GARBER fled into the woods, crashed and ran on foot. Additional resources to include drones, K-9 units and SWAT team members were called in to assist in tracking GARBER but he remains at large at this time. A public notification was made to ensure members of the public were aware and remained safe while this incident unfolded.

Greene County Drug Task Force Executes Simultaneous Search Warrants, Seizes Drugs and Currency

GREENE COUNTY, PA – Members of the Greene County Drug Task Force executed simultaneous search warrants this morning at two locations within Greene County. These operations, resulting from separate investigations, led to the seizure of suspected controlled substances and currency.

In Jefferson, detectives served a search warrant at 129 Hickman Street. This warrant was obtained following an operation in May during which detectives conducted undercover purchases of "tranq"—a dangerous veterinary tranquilizer (xylazine) frequently mixed with illicit opioids. The search of the residence yielded currency and glassine bags containing suspected tranq. Investigators expect to arrest Kenneth Samek and Priscella Smith on various drug-related charges upon the conclusion of the investigation and receipt of laboratory results.

A second search warrant was served in Nemacolin, Cumberland Township, at the residence of Kenneth Mansberry. This search took place following a three-week investigation in which an undercover detective conducted purchases of illegal drugs from the residence. During the search, detectives discovered currency, suspected powder co***ne, crack co***ne, and other paraphernalia related to the trafficking of crack co***ne. Criminal charges are expected against Mansberry once lab results are received. In the meantime, Mansberry was taken into custody on a warrant from Belmont County, Ohio, for criminal charges there. He was lodged in the Greene County Prison as a result.

WALMART ASSAILANT SENTENCED TO JAIL TIME
A male who lured a juvenile victim to a Walmart parking lot and assaulted him last year was sentenced to jail time by President Judge Louis Dayich on Tuesday. Chase Frameli was sentenced to 7-231/2 months of county incarceration following a jury trial earlier this year. Frameli was convicted of simple assault, strangulation, and recklessly endangering another person after a jury heard testimony that he recruited friends and planned a brutal assault on a juvenile victim. Wearing ski masks, he and a friend, who recorded the entire incident, ambushed the juvenile in the bushes next to the Waynesburg Walmart, placing the juvenile in a choke hold until he became unconscious. The two then fled the scene, leaving the juvenile unconscious on the ground. The one-day trial was prosecuted by District Attorney Brianna Vanata.

Woman Jailed After Allegedly Assaulting Probation Officer in Franklin Twp.

FRANKLIN TWP. – Paulalynn Jean Dailey is facing assault charges following a confrontation with a Greene County Probation Officer inside a Franklin Township business.

Dailey was taken into custody after a Greene County Probation Officer located her inside the local establishment. Officials stated that Dailey was wanted on an active bench warrant stemming from a probation violation.

According to the criminal complaint filed by investigators with the District Attorney's Office, Dailey resisted arrest when authorities attempted to execute the warrant. During the struggle, she allegedly assaulted the probation officer.

Following the incident, Dailey was arraigned before Magisterial District Judge Tom Ankrom. She was subsequently lodged in the Greene County Prison pending a preliminary hearing.

Greene County DA Announces Warrants for Three in Felony Drug Cases Involving 'Tranq,' M**h

WAYNESBURG, Pa. – The Greene County District Attorney's Office announced that felony drug warrants have been issued for three individuals following two separate investigations involving the sale and possession of controlled substances, including tranq (xylazine) and methamphetamine.

District Attorney Brianna Vanata confirmed on Tuesday that the individuals are wanted on charges stemming from the joint efforts of the Greene County District Attorney's Drug Task Force, the Sheriff's Office Fugitive Unit, Pennsylvania State Police (PSP), Pennsylvania State Probation and Parole.
"The distribution of highly dangerous substances like tranq and methamphetamine poses an immense threat to the safety and health of our community members, particularly in light of the ongoing opioid epidemic," said District Attorney Vanata. "We will continue to aggressively pursue those who traffick drugs in Greene County and will hold them fully accountable."

Undercover Sale Leads to Warrant
One of the warrants was issued by Magisterial District Judge Dave Balint for Heather Nichole Schnick, 41 years of age, unknown address. Schnick faces three charges, including Delivery of a Controlled Substance and Possession with Intent to Deliver a Controlled Substance. Investigators with the Drug Task Force obtained the warrant after she allegedly sold tranq and methamphetamine to an undercover task force investigator in Perry Township sometime last winter.

Fugitive Sweep Nets Two More
Separate warrants were issued by Magisterial District Judge Tommy Ankrom for Sarah Blake, 35 of Franklin Township, and Shane Giron, 33 of Pittsburgh. The charges for both included Possession with Intent to Deliver and Possession of a Controlled Substance
Law Enforcement officials followed a tip that led to a residence in Franklin Township. Upon arrival, investigators encountered Blake and Giron, both of whom had existing warrants for parole violations.

A search conducted subsequent to their arrests yielded tranq and methamphetamine on Giron's person, and tranq on Blake's person.
The District Attorney's office noted that all three individuals—Schnick, Blake, and Giron—should be considered at “wanted’ regarding the new drug charges. Law enforcement is asking anyone with information on their whereabouts to contact their local law enforcement.
