D.C. Criminal Justice Act Juvenile Panel Attorneys Form the District of Columbia Juvenile Bar Association

WASHINGTON, D.C. — Today, by unanimous vote of nineteen D.C. Criminal Justice Act Juvenile Panel Attorneys present at a formation meeting, the District of Columbia Juvenile Bar Association ("JBA") was established and its bylaws adopted.

The JBA is a non-profit professional association intended to be organized under Section 501(c)(6) of the Internal Revenue Code. Membership is open to all Criminal Justice Act Juvenile Delinquency Panel and Post-Commitment Panel attorneys practicing before the Superior Court and the Court of Appeals for the District of Columbia.

The Association is organized to represent the interests of juvenile defense attorneys practicing before the D.C. courts; to promote positive relationships with the Courts, the residents of the District of Columbia, and the District and federal governments; to maintain and improve the delivery of quality legal services to children and families who need representation; and to take positions on legislation, regulations, court rules, and other policy matters affecting its members and their clients.

Officer Elections. At the formation meeting, the membership elected Alex Hillmann as Elections Chair. The Association will now hold elections for its four officer positions: President, Vice President, Treasurer, and Secretary. Nominations and statements of candidacy (200 words or fewer) are due to Elections Chair Alex Hillmann at [email protected] by 12:00 p.m. on August 3, 2026. A ballot and voting instructions will follow, with voting closing at 12:00 p.m. on August 10, 2026, and results announced that day.

Spokesperson. William Mount currently serves as the Association's spokesperson. His authority in that role terminates at the conclusion of the officer elections on August 10, 2026.

Advocacy has many forms. Winning a case at trial is satisfying, but sometimes the best move is to work with the Government and Court Social Services behind the scenes to get a child into the right placement and resolve the case.

Today, I worked with the Government and Court Social Services to get a child who was facing homelessness into Job Corps, and partnered with the Government to secure a dismissal.

Grateful to work alongside so many stakeholders who genuinely care about kids.

Another day, another dismissal!

My juvenile client had been charged with assault on a WMATA police officer. After our firm’s clerks carefully reviewed all of the body-worn camera and CCTV footage, we determined that WMATA had no lawful justification for the arrest. The footage showed that officers first put their hands on my client without cause and even attempted to choke this young person.

Thankfully, the Government ultimately agreed. Instead of being detained today, my client is going home free.
