🚨 Just released: Proposed revisions to the Uniform Grant Guidance (2 CFR 200)!!

The Office of Management and Budget (OMB) has just issued its long-anticipated proposed changes, with formal publication in the Federal Register expected tomorrow. At a high level, the proposal signals notable shifts in federal grant policy, including provisions that would prohibit the use of federal funds for certain DEI and gender ideology-related activities.

The Dept. of Education has published its final regulations on the Workforce Pell program, as well as some changes to the Pell program overall. These regulations go into effect on July 20th, but institutions can choose to implement early on July 1, 2026. A handful of changes were made compared to the proposed regs earlier this year, but the final version is largely the same. https://tinyurl.com/3yayn9df

The U.S. Department of Education announced an additional $144 million in funding for the IDEA Part B and C programs, though it's unclear where the new funding comes from. While IDEA Part B State grants received a $20 million boost in the FY 2026 appropriations law, Part C was flat-funded.

In addition, ED issued guidance on FY 2026 appropriations language allowing Part C funds to be used to support expectant parents of infants with disabilities.

Rep. Tim Walberg (R-MI), introduced a Workforce Innovation and Opportunity Act (WIOA) reauthorization bill yesterday. The bill holds the same name as the legislation that nearly passed Congress in Dec 2024 - A Stronger Workforce for America Act. And while many provisions align with the 2024 version, the bill is not identical. It also includes some brand new proposals, including to permanently move Adult Ed to the Dept. of Labor, and a pilot program called the "Make America Skilled Again" grant that is modeled after the block grant included in the President's budget request. The President's FY 2027 budget request is out - though no detailed budget docs for each agency yet. For education, it tracks closely to the prior budget request, including a block grant for many K-12 ed programs (but preservation of ESEA Title I-A) and elimination of a number of K-12 and higher ed programs that the admin considers "DEI."

$500 million for charters and $539 million increase for IDEA. Also, the budget appears to seek to completely move Perkins to DOL and fund it through DOL (though this would likely require updates to the Dept. of Ed Org Act).

But remember! This is just a proposal to Congress, and last year Congress rejected most of the President's budget request for education.
