Regional Lead GBV Expert
for work in Honduras
Background:

The Collective Action to Reduce Gender-based Violence (CARE-GBV) is a USAID-funded Task Order designed to promote USAID’s “collective action” to strengthen and harmonize GBV programming throughout the Agency. One component of the project will be to strengthen GBV programming at USAID Missions and to capture lessons learned on the process.

To this end, CARE-GBV will provide USAID Mission in Honduras with demand-drive technical assistance to identify and operationalize their GBV goals. Technical support will be delivered through mentoring, coaching, and technical assistance provided through a team including CARE-GBV staff and local GBV experts for a period of up to 18 months. CARE-GBV is currently looking for a regional GBV expert to serve on the team.

Summary of Role:

The Lead GBV Expert will work closely with CARE-GBV staff and Mission focal points to identify the technical support needs of the Mission and to coordinate efforts to meet those needs. The Lead GBV Expert will be a point person for project support in Honduras and therefore will play a vital role in ensuring communication and close collaboration between CARE-GBV and the Mission, and local GBV consultants.

The consultant may be contracted to support CARE-GBV for up to 18 months. It is expected that a 3-month contract with a minimum 20 days will be issued. Depending on performance, this may be extended for up to fifteen months at a minimum of 80 days.

Job Functions:

Work in collaboration with other CARE-GBV team members to:

• Engage with Missions to identify their GBV-related goals and objectives and develop a plan of engagement to provide the identified support.
• Provide targeted GBV technical assistance on identified tasks. Technical assistance could include:
o Sharing CARE-GBV knowledge products and other resources related to GBV with Mission staff and supporting staff efforts to use them to strengthen GBV programming
o Supporting Mission efforts to integrate GBV considerations into all aspects of their work
o Working with Mission-supported projects to identify ways they could strengthen their attention to GBV
o Developing written materials (checklists, sample language) to facilitate GBV integration into Mission’s work
• Support efforts to identify local consultants to provide additional technical assistance as needed.
• Coordinate the day-to-day provision of technical support and ensure it is provided in a timely manner
• Participate in weekly meetings with CARE-GBV to discuss the project’s status
• Participate in regular meetings with CARE-GBV and Mission staff to discuss the project’s status

The position will require in-person engagement with the Missions and may entail travel within the country.

Expected deliverables will be determined by the plan of engagement, but are likely to include:

• Weekly meetings with CARE-GBV staff
• Inputs into the CARE-GBV plan of engagement
• Key informant interviews with Mission staff and implementing partners
• Drafting written materials in response to technical assistance needs
• Other deliverables may be requested

Qualifications:

Required Experience:

• Direct experience addressing GBV (including child, early, and forced marriage and unions and female ge***al mutilation and cutting where applicable) in the local context
• At least years 6 of experience in working in gender and GBV
• In-depth knowledge of the current GBV-related needs and priorities in the country
• Strong knowledge of national GBV experts, NGOs, CSOs and women’s groups
• Strong knowledge of national and sub-national gender and GBV priorities, strategies, and policies and enforcement mechanisms
• Experience with project analysis and strategic planning
• Ability to present topics and issues in a professional and diplomatic way
• Strong written and oral communications skills
• English and Spanish, written and verbal proficiency
• Ability to manage multiple stakeholders
• BS or equivalent required and MA preferred

Desired Experience:

• Work with USAID GBV projects
• Experience in convening and facilitating meetings
• Experience in monitoring, evaluation, and learning

Compensation will align with the USAID Honduras local compensation plan.

CARE-GBV launched a small grants program to build capacity to generate solutions that elevate the role of staff wellness and resiliency in promoting high-quality, sustainable , programming; fill global data gaps related to and promote learning. Submit any questions by February 17, 2021 at 10:00AM Eastern Time and apply by 10:00AM Eastern Time on March 17, 2021.

The USAID Collective Action to Reduce Gender-Based Violence (CARE-GBV) activity is seeking innovative concept note applications for small grants from new, local, and underutilized partners and organizations.

DPI is also happy to annouce the award of a new contract which will focus on Latin America. Through the Analytical Services IV (ASIV) Indefinite Delivery Indefinite Quantity (IDIQ) contract, DPI and its joint venture partner, Making Cents International, provide USAID’s DRG Center with analytical expertise for strategic assessments and program design, research activities, surveys, training, and rapid response for political transitions.

DPI is implementing the four-year Latin America and Caribbean Learning and Rapid Response (LACLEARN) activity, which supports USAID’s programming at the LAC regional and mission levels through gender-informed analytical work and targeted activities in transition environments that require rapid response programming support. DPI is providing USAID with analysis to identify democratic norms and attitudes, collect multi-country information on GBV impunity, develop a regional DRG learning agenda, and engage more effectively with stakeholders, practitioners, and youth.

USAID missions that are interested in doing a DG assessment may reach out through this mechanism and task order to do a DG assessment.
