American Bar Association files legal challenge against federal government in USAID funding freeze

CHICAGO, Feb. 12, 2025 — The American Bar Association on Feb. 11 filed a lawsuit with seven co-plaintiffs, a broad array of U.S. Agency for International Development and U.S. Department of State grantees and contractors, challenging the Trump administration’s freeze on foreign assistance funding (Global Health Council, et al. v. Trump, et al., No. 1:25-cv-00402 (D.D.C)).
“The actions of the president and other executive branch officials to dismantle the U.S. Agency for International Development (USAID), which was established by Congress to administer billions of dollars of foreign assistance funding, is unprecedented. The American Bar Association cannot overstate the impact of this unlawful course of conduct. This administration seeks to halt funding even though Congress has authorized and appropriated it for the programs in question,” said William R. Bay, president of the American Bar Association.
Through its partnership with USAID, the U.S. Department of State, and other agencies, the ABA trains lawyers and judges around the world in their efforts to create functioning and fair justice systems.
“A strong rule of law and participatory democracies around the world create more favorable environments for U.S. interests and enhance the viability of global markets,” Bay said. “The ABA strengthens legal institutions, supports legal professionals and advances public understanding and appreciation for the law. In doing so, these programs help reduce and prevent illicit activities such as drug and human trafficking and money laundering from reaching American shores.”
Bay added: “Every administration has the right to review ongoing programs and set priorities, but those actions must be carried out in compliance with relevant constitutional and statutory requirements. There is a right way and a wrong way to do this. We have filed a suit to ensure that changes are consistent with the rule of law. The sudden dismantling of USAID has real-world consequences that cause harm not only to those we serve but also to those who serve others.”

Our Story

Attorney Deborah Hill has represented clients in a multitude of roles in a bankruptcy and insolvency capacity such as debtors and asset purchasers in the U.S. Bankruptcy Court. Although her practice primarily consisted of creditor representation in Default Litigation, she has experience representing other parties in Family Law and Civil Litigation. In addition, Deborah Hill has represented numerous clients at the Office of Administrative Hearings and in front of Agency Boards. Deborah Hill began her legal career as a law clerk to the Honorable James F. Schneider, (now retired) for the United States Bankruptcy Court for the District of Maryland. Following her clerkship, she joined a multi-state default law firm in Baltimore, Maryland, where she practiced bankruptcy, property law and non-bankruptcy collections, while managing a team of 15 attorneys, 25 paralegals and support staff. Deborah Hill then moved to New Jersey where she accepted a position with PHH Mortgage, managing its Loss Mitigation Department, concentrating on Mortgage Default Liquidation. Upon return to Maryland, Deborah steered her practice towards the area of Civil Litigation and Bankruptcy. Thereafter, Deborah opened the law 0ffice of Deborah Hill & Associates, LLC in Towson Maryland. Deborah Hill earned a B.A. with honors from University of Baltimore, a Master Degree from Johns Hopkins University and a Juris Doctorate from the University of Baltimore School of Law. She is a member of the Baltimore County Bar Association and is admitted to practice in Maryland, as well as the federal district courts in Maryland and the District of Columbia.
