A Florida property manager was arrested last Thursday on 124 felony charges for allegedly embezzling nearly $200,000 from two homeowners associations in Martin County.

The method was textbook: fictitious invoices, falsified ledger entries, forged check signatures. The money financed Disney World trips, New York vacations, plastic surgery, and a wedding.

The Martin County Sheriff put it plainly: "There's none left to claw back."

What makes this case instructive isn't the headline — it's what it reveals about the structural vulnerability in how most HOAs manage financial oversight.

The boards weren't negligent. They received financial reports that appeared legitimate. The records had been manipulated before the board ever saw them. No annual review catches fraud that's been committed upstream of the documents you're reviewing.
