We are deeply saddened to share the news of Cecil Talley's passing. Cecil was a valued member of our community, and his presence will be sorely missed. He brought so much light and laughter to those around him. Our thoughts are with Cecil's family and friends during this difficult time. Let's remember the joy he brought into our lives.
Cecil Wilton (“Chip”) Talley was born on December 16, 1946 in Bogalusa, Louisiana and passed away unexpectedly on May 15, 2025 in Shreveport, Louisiana after an automobile accident. Chip’s parents, Woodrow Leroy Talley and Martha Radney Talley predeceased him. Chip is survived by his brother, Marshall Talley, his nephew, Woodrow Talley, and other collateral relations.
Chip graduated summa cm laude from Tulane University in 1967, where he was a member of Phi Beta Kappa. He did post graduate work at Yale University and The London School of Economics. He taught high school and later went to LSU Law School where he graduated in 1976. He was an associate editor of the Louisiana Law Review and a member of the Order of the Coif. After practicing law in Houston, he moved to Shreveport in 1985 and began a long and distinguished legal career at Blanchard, Walker, O’Quin & Roberts. Chip specialized in energy regulatory law and was highly respected for his expertise in this complicated field of law. Chip had a keen intellect and a very dry sense of humor. All of his friends have memorable “Chip” stories that are best shared among themselves. He was a thoughtful and loyal friend to many and a generous donor to educational and charitable organizations. He truly believed in lending a helping hand to others. He will be greatly missed by his family and friends.
Pursuant to Chip’s wishes, there will be no memorial service.
