Pardon Project of Lackawanna County

Pardon Project of Lackawanna County A pardon opens the door to jobs and careers, educational and financial opportunities, and overall life opportunities. Other eligibility requirements may apply.

The objective is to help deserving low-income people who have been convicted of misdemeanors or felonies obtain a pardon from the Governor, which would then allow those convictions to be expunged (erased) from their criminal record. A pardon can improve family relationships, build confidence, and give you the chance for a whole new start. SO WHAT EXACTLY IS A PARDON?
• A pardon is an act by the Go

vernor that erases a conviction from your criminal record permanently.
• A pardon restores many rights and privileges that were lost as a result of a conviction. DO I NEED A LAWYER?
• You do not need a lawyer, but you may qualify for free legal help.
• There may be other organizations or resources available to assist you. TO BE ELIGIBLE FOR HELP FROM THE PARDON PROJECT:
i. You must either live in or have a criminal record in Lackawanna County;
ii. At least 3 years must have passed since you completed your sentence (including probation or parole);
iii. The Pardon Project can’t help you with federal or out-of-state criminal records; and,

“Once offenders have ‘repaid their debt to society,’… we all owe it to ourselves to give them the best chance they can to succeed and become contributing members of society.”- The Pennsylvania Lawyer

These powerful words are featured in a great piece by the Pennsylvania Lawyer (linked below). Did you know Lackawanna County, is the FIRST place outside of Philadelphia in Pennsylvania to start a pardon project.

The PA Board of Pardons has eliminated Section 4 of the Application for Clemency. This is the section that required applicants to report everything in their life they have done criminally (outside of what they are seeking clemency for)- encounters with police while a juvenile, other arrests that didn’t end in convictions, and their complete driving record in every state. This is no longer required. As a result of this decision, the time between receipt and filing of applications should be reduced by 10-12 months. Click below for more information and instructions.
