San Diego Councilmember Chris Ward has proposed an ordinance that would require San Diego landlords to let tenants have a pet. Councilmember Ward states that due to the lack of pet-friendly rentals in San Diego and/or the high cost of a pet deposits, people give up their pets to shelters. He believes it also creates a barrier to homeless individuals looking for housing.
