📌 U.S. Presidential Proclamation (Dec 16, 2025): What Changed for Turkmenistan and Iran
On December 16, 2025, the White House issued a new proclamation which includes important updates for Turkmenistan and Iran — especially relevant for cases involving minority rights and humanitarian exceptions.
🔹 Turkmenistan – Partial Restriction Modified Previously, Turkmen nationals faced partial suspension on entry to the U.S. under earlier proclamations. The new text modifies that status: the suspension on issuing temporary (nonimmigrant) visas has been lifted. That means that citizens of Turkmenistan can now apply for and receive B-1/B-2, F, M, J visas under normal criteria, without the prior blanket partial ban.
⚠️ The caveat is important: immigrant visas (permanent residence) remain suspended until further improvements in screening, vetting, and cooperation are documented.
🔹 Iran – Continued Restriction With Case-by-Case Exceptions. Iran remains on the list of countries whose nationals are fully restricted due to ongoing concerns about vetting and identity management. However, the proclamation explicitly preserves exceptions and case-by-case waivers for individuals whose travel advances U.S. national interests, including humanitarian reasons and protection of minority rights.These are not automatic approvals. They require strategic case preparation grounded in credible documentation and legal framing.
