In my experience, this is much more a law enforcement issue than the DA's issue. It's unfortunate that the DA doesn't have better law enforcement to work with, and doubly unfortunate that there's no mechanism for accountability and oversight when law enforcement acts with reckless disregard to their responsibilities. The most egregious thing, to me, is when the SA City Attorney's Office blocks both the State and Defense from learning about law enforcement misconduct, so the State is unable to properly evaluate a case based on credibility issues with a given officer, resulting the DAs Office unknowingly sponsoring the testimony of dishonest officers as witnesses. The Defense, too, is prevented from being able to fully cross examine and impeach a given officer's credibility on the witness stand. Until there's a better officer contract in place that doesn't bend over backward to protect and conceal law enforcement misconduct, this sort of problem will persist.
